Background:

In line with SDG Target 10.3 and human dimension commitments related to non-discrimination declared in the CSCE/OSCE Copenhagen Document 1990, the Programme Office in Dushanbe (POiD) continues its support for enhancing the capacity of relevant Host Country actors to ensure the right to equality and the prohibition of all forms of discrimination in accordance with international human rights standards.

The work of the POiD’s Human Rights Unit addresses the broad need for greater awareness among state officials, civil society representatives and the public about human rights principles, as well as specific obligations of the state to protect human rights effectively. The POiD provided the Host Country support for drafting its anti-discrimination legislation, which the Host Country adopted in 2022. The legislation reflects international standards for identifying and combatting discrimination. The Host Country’s new legislation reflects recommendations from international UN human rights treaty bodies and Universal Periodic Review recommendations.

In this regard, the POiD has committed to supporting the development of an educational curriculum on international and national standards for preventing discrimination and promoting equality.

Objective of Assignment:

To develop an educational curriculum for young members of the bar association and civil society on international and national best practices and legislative frameworks for identifying and combatting discrimination within the framework of Tajikistan’s new Law on Equality and the Elimination of All Forms of Discrimination.

Duration of Assignment:

Twelve days to begin upon completion of the recruitment process.

Tasks and Responsibilities:

Under the supervision of the Human Rights Unit of the POiD the consultants will undertake the following activities:

Developing a curriculum on international best practices and legislative frameworks as well as on the country’s new national legislation, The Law on Equality and the Elimination of All Forms of Discrimination, for identifying and combatting discrimination which can be delivered in three three-day sessions; Session 1: International directives (including UPR recommendations) and best practices for preventing discrimination and promoting equality; Session 2: The Host Country’s new legislation: The Law on Equality and the Elimination of All Forms of Discrimination; Session 3: Implementation of the Law in the framework of best practices and the Host Country’s structures for implementation; Ensuring the training curriculum incorporates the legislation of Tajikistan and the recommendations accepted by Tajikistan under the International Human Rights Treaty Body mechanisms and the UN Universal Periodic Review; Preparing the curriculum, including all handouts and relevant background material in Russian and Tajik; Providing advice to the OSCE on further needs and opportunities for training on equality and the prevention of discrimination.

The consultant will work remotely.

Deliverables:

A curriculum on international and national best practices and legislative frameworks for identifying and combatting discrimination within the framework of Tajikistan’s new Law on Equality and the Elimination of All Forms of Discrimination. Recommendations for further equality and anti-discrimination training opportunities.

Necessary Qualifications:

Advanced degree in law, human rights, or a related field; At least ten years of experience in assessing needs, developing training methodologies, and delivering training; Excellent knowledge of international human rights standards; Excellent knowledge of human rights and the prohibition of all forms of discrimination; Proven experience in designing and delivering human rights trainings, including for State employees; Proven experience in drafting and developing equality and non-discrimination legislation or policy; Experience of designing and working with interactive teaching methods; Working knowledge of Russian or Tajik desired; Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities; Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
