Background:

Domestic violence continues to be a broad social problem, which needs to be addressed by society, the government, communities and individual citizens. A gender-sensitive approach to responding to domestic violence cases, including building a police service that is more inclusive for women, is essential for ensuring a better reporting of gender-based violence cases, including domestic violence cases, to and better cooperation of the victims with the female police officer.

In this context, since 2010, the OSCE Programme Office in Dushanbe (POiD) has supported the Government of Tajikistan in establishing Gender Sensitive Police Units (GSPUs) specialized in handling domestic violence cases, created under the subordination of the Ministry of Internal Affairs (MIA). While OSCE supported establishment of GSPUs in 14 districts of the Republic of Tajikistan, 3 GSPUs were established by other international organizations. To encourage women to appeal to and cooperate with the police, all the GSPUs, except for three, have women inspectors assigned to deal with domestic violence cases. The purpose behind is that according to the statistics of the Office – supported Women’s Resource Centers, the survivors of domestic violence are mainly female, and the perpetrators are male, the survivors feel more comfortable to approach female police officers. The statistics of MIA also show that the survivors tend to more frequently approach the female police officers. Consequently, there is a more significant increase in domestic violence reports to the GSPUs, compared to the domestic violence reports to the regular police units.

Despite the capacity building trainings conducted for the of the GSPUs’ staff by the Office, there is high turnover of the police officers, with almost 70% of the GSPUs inspectors being newly assigned without going through any training.

Against this backdrop, following the request of the MIA of the Republic of Tajikistan in line with the POiD commitments, stipulated in the Memorandum of Understanding with the Government of the Republic of Tajikistan, but also in the spirit of the provisions of the Police Reform Strategy for 2021-2025 and Program for the Police Reform development for 2021-2025, the Office will continue to support the MIA in building the capacity of the GSPUs.

Objective of Assignment:

The Office, in cooperation and coordination with the Public Order Department of the MIA, plans to organize a one three-day Training of Trainers, in Dushanbe, for approximately 20 participants, i.e. representatives of the MIA Public Order Department and of the 17 currently operating Gender Sensitive Police Units that are under its subordination on:

effective and gender-sensitive response to and handling of domestic violence cases; and understanding gender stereotyping in the justice sector.

Focus will also be made on understanding domestic violence and its forms, the current national and international legislative frameworks that are in place in Tajikistan in the field of prevention and combatting Domestic Violence (DV), the role of Police Inspectors, as well as of Public Order Department staff in dealing with DV cases, etc. The learned knowledge, tools and methods will support the MIA above-mentioned personnel during their work on combatting DV, processing and monitoring the cases of DV, as well as ensuring the protection of the victims.

7 days in April and May 2023

Tasks and Responsibilities:
Under the supervision of Gender and Anti-Trafficking Officer of the OSCE POiD, the trainer is expected to conduct a three - day training of trainers for the staff of the MIA Public Order Department, and of the Gender Sensitive Police Units under its subordination, and will be responsible for following tasks:

Preparing training materials, including agenda, PPT presentations and other handouts/distribution materials for the training, pre- and post- training assessment questionnaires (with 5 multiple-choice questions, including 4 options and 1 possible answer) to assess the effectiveness of the training; Conducting a three - day training for the staff of the MIA Public Order Department, and of the Gender Sensitive Police Units under its subordination, using interactive methods, covering the following topics: Gender and gender equality; Gender stereotyping in investigation of the DV cases; Gender-sensitive approaches in dealing with DV cases; Rights and obligations of DV victims; Protection of victims; Psychological profiles of the perpetrator and victim; The consequences of DV; Cycle/Dynamic of DV. Difference between DV and conflict; Aspects of cooperation of police inspectors with other organizations to provide assistance and protection to DV victims; Preventive measures taken by police officers; Role plays and analysis of actions; Methods of conducting awareness raising sessions for the community members; Tips and techniques for public speaking. Conducting a three - day training for the staff of the MIA Public Order Department, and of the Gender Sensitive Police Units under its subordination, using interactive methods, covering the following topics: The analysis of pre and post-training test results; Provision of information on participant’s gender, age and occupation; Lessons learnt and recommendations for further activities and improvement.


Deliverables:

Agenda of the training, PPT Presentations and handouts/distribution materials, pre-post training assessment forms on the above-mentioned topics One three-day training for the staff of the MIA Public Order Department, and of the Gender Sensitive Police Units under its subordination in Dushanbe, conducted Final training reports with recommendations for further action, are developed.

Necessary Qualifications:

University degree in law, law enforcement, gender, psychology or related field; At least 5 years of practical work experience in the field of public security, combating domestic violence sector and/or on human rights issues with a special focus on gender equality, domestic violence and gender-based violence, including relevant experience working in government structures, including law enforcement structures or non-governmental organizations on the above-mentioned topics; Good knowledge of and experience of cooperation with the current law enforcement structures of the Republic of Tajikistan; Previous experience in developing curricula and conducting interactive trainings for law enforcement on the topic of prevention of domestic violence; Excellent writing and training skills; excellent analytical and presentation skills as well as skills to assess capacity in various training groups; Knowledge of domestic violence problem in Republic of Tajikistan and grass-level problems faced in the field by law enforcement; previous successful work with MIA of Republic of Tajikistan will be an advantage; Professional fluency of Tajik or Russian. Certified Trainer to conduct ToTs. Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities; Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
