Background

After years of experience addressing labour supply interventions, UNDP Albania’s strategic vision is to contribute to building a labour-market focused skills development system that is suited to enhance the employment and entrepreneurship aspects of the unemployed in urban and rural areas, while simultaneously addressing the skills needs of those employed in the formal and informal sectors and emerging entrepreneurs.

The ‘SD4E programme – consolidation phase’ will continue to support the Government of Albania in the national VET and Employment reform through a comprehensive approach of institutional capacity building on a macro/policy level, enabling key actors (MFE, NES/NAES and NAVETQ) to deliver coordinated and demand-driven services. Responding to national priorities and the objectives of the National Employment and Skills Strategy, this Swiss funded intervention has the ambition to make a systemic contribution where the Albanian VET system and Employment Service supply the labour market with a skilled workforce that contributes to sustainable and inclusive economic development of the country.

To achieve the programme purpose and finally the programme goal, the programme will focus in 3 strategic fields that will aim to improve the governance and quality of service provision in VET and employment promotion in Albania.

  • Outcome 1: The institutional capacity of key actors in VET and Employment (Ministry, NAVETQ, NAES) is strengthened
  • Outcome 2: The employment service portfolio is based on a balanced demand-and supply-side oriented approach
  • Outcome 3: A standardized Quality Assurance (QA) framework is in place that improves the image of VET and fosters linkages between school and world of work
Duties and Responsibilities

Scope of the assignment

The UNDP SD4E has provided technical expertise to the Ministry and the National Agencies to enhance the effectiveness of their Monitoring and Evaluation systems and has developed an integrated M&E framework that links the performance of the two executive agencies (NAES and NAVETQ) and the responsible department of the MoFE to the reform process outlined in the National Employment and Skills Strategy 2019-2022 (NESS). UNDP SD4E has also supported the national partners in the design of a special instrument to monitor the progress of compliance with the requirements of EU Acquis on the sector.

As a consequence, but also being one of the main objective, the UNDP SD4E programme seeks to ensure a continuous coordination of the donor funded and implemented projects to the national reform priorities in the sector. In addition, UNDP/SD4E programme seeks to utilize its “bird’s eyes view” to facilitate the decision making process of the Government of Albania towards upscaling of best practice elements and designing adapted national models of initiatives and projects active in the field of employment and VET.

Under the direct supervision of the Programme Specialist and the Chief of cabinet in the MoFE, UNDP is seeking for a national consultant who will support the Ministry of Finance and Economy in the following:

  • Analyse the structure of programmes and projects supporting the MoFE and its dependent institution;
  • Provide training to the MoFE and its dependent institutions’ staff on project management and reporting templates;
  • Review of the relevant legislation on programme and project management;
  • Coordinate  with The General Directorate for Financing and Contracting (CFCU);
  • Support the MoFE in policy dialogue with national institutions and international/donor organisations, and attend respective sector working groups;
  • Keep regular contacts with donor agencies, the implementing agencies and attend the project steering committee meetings;
  • Act as focal point of communication and coordination between Ministry and project teams;
  • Support the development and submission of new project proposals.

Required Skills and Experience

Academic Qualifications

  • Post-graduate university degree in Social Sciences, Economics, Public Administration or other relevant fields

Work Experience

  • A minimum of 10 years’ professional experience in project and programme design, implementation and evaluation;
  • Excellent knowledge of the public administration and the civil service reform;
  • Previous experience in provision of training, especially training provided to public administration staff.

Language

  • Full working knowledge of English and Albanian, including excellent report writing and presentation skill.

 

Evaluation Procedure

UNDP applies a fair and transparent selection process that would consider both the technical qualification of Individual Consultants as well as their financial proposals. The contract will be awarded to the candidate whose offer:

  • Is deemed technically responsive / compliant / acceptable (only technically responsive applications / candidates will be considered for the financial evaluation)
  • And has obtained the highest combined technical and financial scores.

Technical Criteria - 70% of total evaluation – max points: 70

Criteria A: Post-graduate university degree in Social Sciences, Economics, Public Administration or other relevant fields – max 10 points

Criteria B:  A minimum of 10 years’ professional experience in project and programme design, implementation and evaluation – max 15 points

Criteria C: Excellent knowledge of the public administration and the civil service reform – max 20 points

Criteria D:  Previous experience in provision of training, especially training provided to public administration staff - max 15 points

Criteria E: Full working knowledge of English and Albanian, including excellent report writing and presentation skill – max 10 points

Financial Criteria - 30% of total evaluation – max 30 points
