Background

UNDP has a three-year strategic collaboration framework agreement with the Swedish International Development Cooperation Agency (SIDA) to strengthen its work in the areas of environment and climate change. This framework agreement forms the basis for the SIDA Programme on Environment and Climate Change (SIDA Programme). The SIDA Programme supports nine pilot countries to increase country office (CO) internal capacities and deliver better country results in line with UNDP's Signature Solutions in an integrated manner. The Programme is designed to strengthen internal capacities to achieve UNDP's overall sustainable development vision for poverty eradication through a more integrated, coherent approach to the environmental and climate dimensions.

It is grounded in the context of the 2030 Agenda for Sustainable Development, the UN Framework Convention on Climate Change (UNFCCC), Paris Agreement, the Addis Ababa Action Agenda, the emerging post-2020 global Biodiversity Framework, and linked multilateral environmental conventions and agreements, as well as the challenges and opportunities around the COVID-19 pandemic response. It includes an overarching priority on poverty eradication and an understanding of the many direct links between multidimensional poverty and natural resource management. The focus of the SIDA programme at the country level is achieving integrated programming. In particular, capacity strengthening in the areas of Social and Environmental Standards; Gender Mainstreaming; and Data, Communications, and Knowledge Management. In relation to Knowledge Management, the programme aims to craft Strategy and Action plan for the Nature, Climate and Energy Portfolio across the piloting countries’ CO programme.

PURPOSE OF THIS ASSIGNMENT

UNDP intends to implement the forthcoming 2022 Data Strategy and recently launched corporate Knowledge Management Strategy to ensure that UNDP becomes a data-driven organization with greater knowledge management capabilities to foster sustainable development. It is essential that UNDP’s country offices have the capacity to organize, generate, share and apply collective knowledge in a strategic approach to move towards the integrated solutions. Hence, country offices need to have Knowledge Management (KM) strategies that develops a KM system and a culture of learning for identifying future opportunities/challenges. This approach will also help UNDP in creating a strong evidence base for designing and promoting meaningful development solutions.

As part of KM related capacity strengthening across the Nature, Climate and Energy (NCE) portfolio, the SIDA Programme plans to undertake the initiative of developing a KM Strategy and Action Plan for UNDP Bangladesh Country Office.


Duties and Responsibilities

OBJECTIVES OF THIS ASSIGNMENT

The main objective of this consultancy service is to build the internal capacities of UNDP's NCE portfolio to move towards an integrated programming approach. This UNDP-SIDA Partnership aims to support UNDP COs to promote innovative ways of working and advancing a more integrated, programmatic and strategic direction for the ongoing and future works of NCE portfolio. Hence, the consultant needs to conduct a KM capacity needs and gap assessment.. The consultant will also collect, analyze, and use evidence from global, regional, and country perspectives to craft a KM Strategy and Action Plan that includes a roadmap and toolkit for UNDP Bangladesh. More importantly, the consultant will build the capacity of internal and external stakeholders in relation to KM.

SCOPE OF WORK

The National Consultant - Knowledge Management will work closely with the Climate Change Specialist, KM Focal Point, SIDA Programme and other concerned teams of UNDP Bangladesh to craft the KM Strategy and Action Plan. The consultant’s responsibilities are as follows:

To undertake a capacity needs and gap assessment by using interviews with UNDP staff and reviewing relevant knowledge products, corporate policies, strategies (i.e. Corporate KM Strategy, Digital Strategy, Data Strategy, IT Strategy, People for 2030 Strategy etc.), action plans, organogram and process diagram of UNDP, UN Agencies and other relevant organizationsTo review and identify existing best practices of knowledge management across the UN system and other related organizations, including UNDP partnersTo develop a Knowledge Management Strategy and Action Plan for the Nature, Climate, and Energy (NCE) Portfolio of UNDP BangladeshTo develop a Knowledge Management toolkit for the NCE Portfolio of UNDP Bangladesh that utilizes UNDP Bangladesh’s existing system andTo develop training modules and materials for basic and advanced training on Knowledge Management and support the knowledge management capacity building process of the UNDP

Required Skills and Experience

ACADEMIC QUALIFICATION

Master’s Degree or equivalent in Journalism and Mass Communication, Development Communication, Development Studies, Environmental Science, Social Science or any closely related field.

EXPERIENCE

Minimum 5 years of professional experience in Knowledge Management for the environment, climate change, development or relevant fields or relevant field.Experience in conducting KM related capacity needs assessment and developing guidelines, toolkits and strategic documents will be added advantage.At least 2 assignments completed training design and facilitation for UN agencies/international organizations/government organizations.Experience in crafting knowledge management strategies for international organizations in nature, environment, and climate change.

Language

Excellent command of English and Bangla is a key requirement.

SUPERVISION AND PERFORMANCE EVALUATION

The consultancy will be home-based and will report directly to the Climate Change Specialist, UNDP. S/he will also closely coordinate tasks with UNDP Country Office through other team members. S/he will also work closely with other national consultants from the project team recruited by UNDP. S/he will also engage with the global KM expert in the SIDA Programme to align with UNDP’s relevant corporate strategies. S/he will conduct training for UNDP Staff and officials from UNDP’s counterpart organizations.

The consultant will be given access to relevant information necessary for the execution of the tasks under this assignment. The consultant will be responsible for arranging her/his workstation (i.e., laptop, internet, phone, scanner/printer, etc.) and must have access to a reliable internet connection. The consultant is expected to be reasonably flexible with his/her availability while completing the assigned tasks;

Payments will be made upon submission of a detailed timesheet and certification of payment form, acceptance and endorsement by the Supervisor on days worked (with a “day” calculated as 8 hours of work) and outputs delivered.

DUTY STATION AND DURATION OF THE ASSIGNMENT

The duty station will be based in Dhaka. The consultant needs to support UNDP in facilitating Knowledge Management training for the UNDP staff and government counterparts. Logistics arrangements for training and list of particiapnsts will be provided by UNDP.

40 workdays intermittently over 4 months from October 2022 – end of January 2022. The consultant will use his/her personal PC or laptop and other required equipment, and UNDP will provide temporary office space if required.

PAYMENT METHOD

The consultant will submit a financial proposal that includes daily professional fee and associated costs to be incurred (i.e. travel accommodation, communication etc.) in completing the assignment need to be reflected in the financial proposal breakdown form. The contract price will be a fixed output-based price regardless of the extension of the herein specified duration. Payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e., whether payments fall in installments or upon completion of the entire contract).

The financial proposal shall specify the daily professional fee/ rate of service (in Bangladeshi Taka) and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e., whether payments fall in instalments or upon completion of the entire contract). Payments are based upon output, i.e., upon delivery of the services specified in the TOR. To assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of daily rates (including domestic travel, per diems, and of several anticipated working days, etc.). Payments will be made in tranches based on the following milestone deliverables upon invoice submission and upon certification of the work completed.

DOCUMENTS SUBMISSION

The consultant shall prepare and submit the documents mentioned above during the assignment period. The outlines of each deliverable should be agreed upon at the beginning of the assignment and cleared by UNDP. Further work or revision of the documents may be required, if the documents do not meet the ToR, contain an error of facts or the documents are incomplete or not of an acceptable standard.
