Context:

In its 8th year of conflict, Yemen remains an acute humanitarian emergency. Migrants and other non-Yemenis are at specific and directed risk of violations, discrimination and isolation. IOM Yemen, particularly as co-lead of the Refugee & Migrant Multi-Sector (RMMS), coordinator of the UN Migration Network and pivotal member of the Regional Migration Response Plan (RMRP), is well placed to provide emergency life-saving humanitarian assistance to people on the move, while working to secure safe, just, and durable solutions.

The organized, safe, voluntary and dignified movement of persons in need of international migration assistance is a key pillar in the IOM Protection Strategy for 2023. The Movement Operations department in Yemen is responsible for all aspects of travel for migrants and refugees under IOM’s auspices, in accordance with the various framework agreements with host and receiving Governments and partners across the spectrum of the Organization's programmes.

Under the general supervision of the Senior Field and Programme Coordinator, and the direct supervision of the Senior Programmes Coordinator (Protection), the Movement Operations Manager (Protection) will be responsible for the durable solutions pillar of the protection strategy, including planning, managing and ensuring the implementation and oversight of all movement operations activities in Yemen. The Movement Operations team in Yemen sits under the Protection Unit due to the context specificities in the country, and to ensure alignment with protection principles and the overall strategy of both the Protection Unit and the IOM Yemen mission as a whole.

Core Functions / Responsibilities:

  1. Provide daily management and supervision of teams of staff members who are undertaking movement operations activities in Sana’a, Aden, and Marib, including activities related to operational and field support for Resettlement (RST), Voluntary Humanitarian Returns (VHR), Assisted Spontaneous Return (ASR), Staff Travel, data processing and compliance, as well as new movement and operations activities. Initiate recruitment and staff development processes such as preparing PDs and hiring staff, identifying training needs and developing training modules and workshops, and managing the performance of staff members.
  2. Exercise overall project management and financial backstopping responsibility for all movement related projects, in coordination with protection manager and senior protection coordinator.
  3. Ensure staff deliver the highest quality service in line with humanitarian and protection principles, interact appropriately with airport and government officials, and handle urgent issues as they occur. Prepare and monitor the work schedule, and ensure hours are validated and relevant financial paperwork is processed.
  4. Plan and manage facility operations, including Departure Centre, Hotels (third-party) and Migrant Response Point (MRP). Ensure coverage is professional, safe, secure, and migrant-centered. Take action to improve services, including ensuring IOM and international standards are met.
  5. Work with other programmatic units, primarily Migration Health Unit (including MHPSS) and Displacement Tracking Matrix (DTM), and further develop synergies.
  6. Ensure compliance with the highest ethical standards and guidelines established by IOM and alignment with do no harm principles for all operations activities. Manage transportation from consolidation points, departure centers and third-party facilities and take action to address specific needs with relevant units.
  7. Ensure the highest level of data protection and confidentiality by developing and implementing control procedures in line with relevant standards of conduct and data protection rules. Take necessary measures to prevent and mitigate non-compliance to SOPs or codes of conduct.
  8. Establish and maintain partnerships with Charted Movement Management (CMM) and airlines on a regular basis and represent the best interest of populations of concern. Establish and maintain working relationships with external partners such as government authorities, relevant embassies, and the United Nations High Commissioner for Refugees (UNHCR).
  9. Ensure programme alignment and improve movement processes to avoid duplication, particularly concerning referrals and working with partners.
  10. Manage the handling of at-risk and sensitive cases in accordance with protection SOPs, including assistance for extremely vulnerable and at-risk individuals and groups. Ensure adequate training for staff members on working with at risk groups and all activities conducted in a gender-sensitive, protection mainstreamed and PSEA-aware approach.
  11. Prepare reports on programme activities, qualitative and quantitative data, lessons learnt, trends analyses, key developments and other required materials.
  12. Remain professional, impartial, and unbiased during all interactions with all stakeholders as per the IOM Code of Conduct and instruction on the prevention of sexual exploitation and abuse (PSEA).
  13. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Social Sciences, preferably International Law, or a related field from an accredited academic institution with five years of relevant professional experience;
  • University degree in the above fields with seven years of relevant professional experience.

Experience

  • Experience in operating in a highly complex and unstable environment;
  • Diverse experience in Project cycle management;
  • Experience in Team leadership and people management;
  • Experience in the management and implementation of IOM's Movement Operations and integrated or mainstreamed Protection programming; and,
  • Experience managing IOM administrative and financial processes.

Skills

  • Strong written and verbal communication skills and ability to effectively communicate with and lead a team;
  • Demonstrated proficiency with iGator, MiMOSA, SAR, and Amadeus;
  • Excellent computer skills and a high level of proficiency in spreadsheet and database applications; and,
  • Demonstrated ability in the application of human rights norms and standards in humanitarian programming.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).

For all applicants, fluency in English is required (oral and written). Working knowledge of Arabic is an advantage.
