General Description of the Programme:

GOAL an International Humanitarian Organisation has had a presence in Turkey since 2013 and has been contributing to the migrant response since 2016 with a focus on responding to needs in health service delivery, social safety nets and the protection of vulnerable and marginalised migrants in southern Turkey.

GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL is working in Idleb Governate, both through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, and provision of Water, Sanitation and Hygiene (WASH) through support to Water units, as well as emergency support to recently displaced households.

Job purpose:

Supporting Monitoring and Evaluation (M&E) Manager to lead the M&E team, this role will oversee the effective implementation of GOAL Syria’s M&E system to ensure that high quality data is collected, analysed, reviewed and utilised to inform improvements in programme implementation and design, as well to ensure timely reporting. The M&E Deputy Programme Manager will be a strong advocate for quality and accountability in GOAL programmes and will build the capacity of programme staff and partners.

Duties, objectives and competencies

  • Manage assigned M&E team leaders and oversee performance of the team members including: ensuring compliance of the staff with work regulations (including working hours) and other GOAL policies; monitoring the teams’ performance in the field through weekly field visits; ensuring regular employee work appraisal according to the GOAL procedures. Ensure safety of the teams in the field.
  • Identify capacity building needs of the team members, ensure on-the-job training as needed, and support staff’s participation in other capacity building initiatives, including online training.
  • Support MEL Manager in planning and oversight of the implementation of all monitoring activities including distribution monitoring, post-distribution monitoring, market assessments and shopping monitoring, using variety of data collection tools and methods, such as: household surveys, focus group discussions with community members, interviews with key stakeholders, observation.
  • Support the M&E Team Leaders in implementation of above-mentioned monitoring activities and in data collection/entry using CommCare or other digital data collection tools where necessary. Provide technical guidance as required and carry out spot-checks and data validation exercises to ensure data is of high quality.
  • Support M&E teams in activities related to partner compliance and performance monitoring, including: communication and engagement with shop-keepers involved in GOAL’s voucher programmes to ensure understanding of and compliance with the contract terms; take measures in case of violations according to the GOAL procedures.
  • Lead needs assessments, learning reviews, baseline and end-line surveys and other one-off M&E tasks as requested, including training staff with support from the MEL Manager (field) and Data Reporting Analyst, as well as MEL staff in Antakya/Amman: MEL Manager, MIS Manager, MEL Coordinator and, where relevant, Cash and Markets Coordinator.
  • Participate in development of data collection tools and ensure that field teams are consulted in the process of tools development.
  • Support programme evaluation activities in Syria and if required participate in evaluations as a team member and/or translator.
  • Ensure accurate and clean data sets, liaising with team leaders, team members, and MEL Coordinator, and documenting any changes made to data sets.
  • Translate data collection tools, qualitative data, and monitoring reports from Arabic to English and from English to Arabic if required.
  • In close cooperation with Data Reporting Analyst, generate and review data analysis and M&E reports. Ensure documentation and effective communication of M&E results and findings to colleagues (Area Manager, Programme Manager, MEL Coordinator) and other stakeholders in the field through meetings and reports. With the MEL Manager (Field), provide support to the sectoral Programme Managers to identify and resolve issues identified and follow up on action points.
  • Conduct or participate in quarterly learning reviews and document lessons learned.
  • Raise awareness of international standards related to quality and accountability with GOAL staff, partners and other stakeholders. This includes the Red Cross Code of Conduct, SPHERE, Core Humanitarian Standards, and HAP (Humanitarian Accountability Partnership). With the MEL Manager, develop tools and systems to ensure GOAL systems are compliant with these standards.
  • Maintain effective communication and information flow with the MEL Manager and Data Reporting Analyst (Field), MEL/MIS Manager (Antakya) and the MEL Coordinator and other colleagues in the Turkey/Jordan and Syria offices.
  • Ensure timely reporting to and information sharing with the line manager according to the internal procedures, including: weekly updates in the survey tracker; daily activity and incident reports from the team (translated into English).
  • Any other task requested by line manager

Requirements (essential)

  • Bachelor’s degree in subject relevant to M&E (mathematics, statistics, computer science, economics, social science, education, language, etc.) or equivalent working experience considered
  • Experience of working in Syria and in the areas in which GOAL is working
  • At least 4 years work experience in a relevant sector
  • At least 3-year work experience managing a team, including day-to-day management, coaching, and performance appraisal
  • Experience in MEAL with increasing responsibilities; an appreciation of the importance of MEAL to GOAL’s work and enthusiasm to learn more about MEAL

  • Ability and willingness to travel extensively to the field (up to 80%), sometimes under difficult and insecure circumstances and stay overnight in programme areas

Requirements (desired)

  • Experience of data collection, entry and analysis and/or experience in conducting research

  • Experience in survey designing via data collection application (Kobo, CommCare…)

  • Good communication skills (written, spoken), including excellent writing skills in English and Arabic – experience with translation or interpretation is strongly preferred

  • Experience in managing or monitoring projects in at least some of GOAL programme areas: WASH, food security, livelihoods, cash and voucher distribution, NFI and shelter assistance
