  Job Purpose and Organizational Context

UNDP’s 2022-2025 Strategic Plan emphasizes the critical links between environmental sustainability, climate change mitigation and adaptation, and broader efforts to achieve the goals of the 2030 Agenda and Paris Agreement. As part of the Global Policy Network in the Bureau for Policy and Programme Support, UNDP’s Environment Team promotes and scales up integrated whole-of-governance approaches and nature-based solutions that reduce poverty and inequalities, strengthen livelihoods and inclusive growth, mitigate conflict, forced migration and displacement, and promote more resilient governance systems that advance linked peace and security agendas. 

Within this portfolio, the Environment Team has signed a cooperation agreement for the project “Promoting the mobilization of Green Finance in the LAC region to accelerate the implementation of NDCs as a pathway for regional environmental sustainability and resilience\" (the Project) in coordination with the Swedish Cooperation (SIDA) to mobilize resources to work on green finance for nature in Latin America. The three-year initiative seeks to leverage transformational change to enable the mobilization of climate and green finance in the region through common approaches focused on making public investments more efficient, and capable of unlocking additional finance and investments that serve to reinforce sustainable development initiatives including ecosystem regeneration strategies that favour inclusivity and climate resilience. 

The Project is possible due to a financing agreement between Sweden, represented by the Swedish International Development Cooperation Agency (SIDA), and the United Nations Development Programme (UNDP) with the general objective of promoting and scale-up the mobilization of green finance to accelerate the implementation of NDCs in the LAC region.  The Project while looking to develop regional strategies and knowledge management, will focus its implementation within the Central American and Andean regions. 

The Project will frame its objectives around three main workstreams that will directly influence the structural changes to foster the mobilization of green finance at the national level within the LAC region:

Data generation and knowledge management.  Institutional and regulatory frameworks for climate change.  Nature finance mobilization. 

To guarantee an efficient and high-impact implementation of the project the Environment Team is recruiting a Monitoring, Evaluation, and Learning (MEL) Analyst to support this project. 
 

Duties and Responsibilities

As part of the Project Management Unit and under direct supervision of the Project Manager, the Monitoring, Evaluation, and Learning (MEL) Analyst will be responsible for developing and ensuring effective implementation of the MEL framework of the project by carrying out the following duties: 

Develop Monitoring & Evaluation Strategy for the project and ensure the implementation of the M&E Strategy. Support M&E activities including reporting and final evaluations.  Provide M&E-related support in coordination and capacity building in monitoring and evaluation with different stakeholders and across the Project Management Unit Support learning and knowledge management, including managing, maintaining and enhancing knowledge-sharing for the project team and project stakeholders, to expand capacities and expertise and encourage knowledge-sharing on best practices and lessons learned. 

a. Project Management Support

Monitor and evaluate the project, following the approved main M&E reference documents (Results Framework, project document, etc.). Monitor and evaluate overall progress on achievement of project results. Provide inputs, information and statistics for any other relevant monitoring or reporting exercise to management, UNDP or the donor. Coordinate across the available components of the project (including with partners) to ensure effective implementation of M&E and Management Information System. Ensure all critical risks are identified. Conduct capacity assessment of existing monitoring and evaluation systems. Give technical comments and suggestions for improvement, when considered convenient. Develop a M&E plan including indicators with clear baseline and target values, as well as measurement tools. Contribute to the development of the Annual Work Plan, ensuring alignment with strategy, agreement on annual targets and inclusion of M&E activities in the work plan. Prepare Detailed M&E budget. Prepare calendar of M&E activities, including the implementation of all needed M&E tools.

b. Reporting and final evaluations.

Provide the Project Manager with timely, efficient, effective, and relevant progress reports. Report monthly, quarterly, semiannually and annually on all activities to the Project Manager.  Prepare quarterly reports on all components, following donor’s guidelines and agreed formats. Closely coordinate with the Project team members and Responsible Parties to collect their quarterly progress reports on the Project implementation and development. Develop Monitoring and Evaluation reports on the project’s interventions in line with the identified objectives and aimed results. Comply with all reporting requirements for the donor and internal for UNDP.  Facilitate the external evaluation process as required by donor and UNDP.  Facilitate external impact evaluations, as well as focus groups with beneficiaries and counterparts to determine the impact of program activities on targeted beneficiaries. Facilitate, act as a resource person, and join if required any external supervision and evaluation/audit missions. Support in preparing materials for project board meetings and annual strategy reviews by ensuring the availability of relevant information and working with the project manager to develop briefs, presentations, and reports as relevant.

c. Knowledge Management, Dissemination and use of information

Develop a knowledge management plan based on the project activities.  Consolidate a culture of lessons learning involving all project staff and allocate specific responsibilities. Contribute to knowledge management, and dissemination in close coordination with the project team, UNDP and targeted Country Offices. Conduct interviews and support the development of case studies and knowledge products as relevant. Support facilitating learning reviews at the project and support learning reviews at the portfolio level as relevant.

d. Capacity building

Provide feedback to the Project Manager on project strategies and activities. Give sound recommendations to management for better implementation, to achieve expected results, indicators and objectives. Clarify M&E responsibilities of different project personnel and assist the program team with M&E tools and in supporting them in their use.  Effective participation in annual project reviews and planning activities and assist in preparing relevant reports.  Provide top quality Monitoring and evaluation advisory services to the Responsible Parties, and other stakeholders, including coaching partners to forward better utilization of methodology and tools. Undertake regular visits to the field to support the implementation of M&E and to identify where adaptations might be needed. 

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Institutional Arrangement

The ME&L Analyst will be part of the Environment team and report to the Project Manager. S/he will be expected to work during LAC (Panama) Office hours. This is a Home-based position (Part-time 50%)

  Required Skills and Experience
  Education:
Advance university degree (Master’s Degree or equivalent) in development studies, International Relations, Monitoring and Evaluation, Political Science, Public Administration, Economics, or related fields is required; or A first-level university degree (Bachelor’s degree) in the above-related fields in combination with an additional 2 years of qualifying experience will be given due consideration in lieu of the advanced university degree.  Experience: Minimum 2 years (with a Master’s degree) or 4 years (with a Bachelor’s degree of relevant experience in monitoring and evaluation especially for development or climate change-related projects and programmes is required. Minimum 2 years’ experience in project management and/or coordination.

Required skills: 

Knowledge and experience in ME&L methodologies and approaches, including: 

Quantitative, qualitative research methods, and participatory approaches. Planning, design, and implementation of ME&L systems for development projects. Experience with Results-based Management with a solid understanding of and experience in knowledge management.  Devising and delivering training in M&E development and implementation and/or facilitating learning-oriented analysis sessions of MEL data with multiple stakeholders. Desired skills: Experience working in the LAC region is an advantage.  Experience working with projects in climate finance is an advantage.  Experience managing webinars and communities of practice within the LAC region is an advantage. Good understanding of gender equality and social inclusion (GESI) concepts and approaches in ME&L is an advantage. Required Language(s):  Fluency in Spanish is required.
