GOAL Background

Mission and Vision

GOAL began operations in Latin America and the Caribbean in 1998, when the organization responded to the devastation caused by Hurricane Mitch in Honduras, which left more than 10,000 people dead or missing, displaced hundreds of thousands and set back economic development in the sub-region by decades. In the years that followed, GOAL implemented a major emergency rescue and recovery program focused primarily on Honduras, which was the country most affected by the disaster. Following this relief effort, GOAL established a regional base in Tegucigalpa, Honduras, from where it began to develop a broader program in the LAC (Latin America and the Caribbean) region to respond to the humanitarian needs of this disaster-prone region and to address the root cause of vulnerability and poverty related to high levels of social exclusion and inequality.

GOAL currently employs around 200 staff in the LAC region and implements projects/programs in Honduras, Colombia, Haiti, El Salvador, Guatemala and the Dominican Republic and is aiming to expand operations into Paraguay and other LAC countries.

General Position Summary:

The Monitoring, Evaluation, Accountability and Learning (MEAL) Officer will support the Regional Office of GOAL Honduras in the city of San Pedro Sula by carrying out monitoring and evaluation activities within the framework of programs/projects implemented by GOAL, ensuring and strengthening accountability and learning from our programs. S/he will report directly to the MEAL Manager, work in close coordination with other MEAL Officers and collaborate closely with Program Managers.

Essential Job Functions/Responsibilities:

  1. Serve as the MEAL focal point for assigned programs/projects.

  2. Design and execute MEAL Plans for programs/projects.

  3. Monitor and track progress of MEAL Plans.

  4. Regular field visits to program sites in accordance to MEAL plans for program/project follow-up (quality control and supervision visits).

  5. Surprise spot checks to program/project sites.

  6. Design, manage and keep and updated, organized and complete database of the programs/projects activities, indicators, beneficiaries and other (digital and hard copy).

  7. Analyze information and results of program/project implementation to generate technical reports.

  8. Develop data gathering instruments through CommCare or other platforms for digital data collection.

  9. Develop dashboards (Excel, PowerBi) reflecting progress in program implementation.

  10. Design and develop systematization of processes and activities.

  11. Develop evaluation processes through the application of methodologies, tools, and techniques for collecting quantitative and qualitative information.

  12. Provide technical assistance to staff for the correct implementation, improvement and update of procedures and tools related to project monitoring and evaluation.

  13. Actively support discussions and learning spaces with project teams and/or local stakeholders.

  14. Promote and monitor the development of accountability components in accordance with institutional standards and CORE Standards commitments (Code of Conduct, community feedback mechanism/complaint systems, information provision strategies, among others).

EDUCATION/PROFESSIONAL PROFILE:

· Bachelor's degree in a social science, business or project management, statistics, economics, engineering, data analyst, with extensive knowledge in research. (Master’s Degree is a plus).

· Bilingual: Spanish and English. (Professional proficiency in English).

· Ability to travel to project sites across Honduras.

WORK EXPERIENCE:

· At least 2-3 years of experience monitoring and evaluating programs/projects financed by international cooperation.

· At least 3 years of experience in social research and data collection through qualitative and quantitative techniques (interviews, surveys, focus groups, among others).

· Experience in database generation and management.

· Experience in the use of participatory methodologies in group settings.

· Experience in the use of SPSS or other statistical software for quantitative data analysis.

· Experience in the development of digital applications for data collection (CommCare, KOBO, ODK)

· Experience in the design and use of dashboards (Excel, PowerBi).

· Experience with humanitarian, emergency and migration projects or research processes involving migrant/vulnerable populations.

RESOURCES

· The incumbent will receive logistical support (computer, cell-phone) and transportation, when required for project activities.

· The incumbent will have a physical space available to work in the GOAL’s office in San Pedro Sula.

· GOAL will provide the necessary biosecurity equipment to carry out the project activities.
