FHI 360 is seeking qualified candidates for the position of Monitoring, Evaluating, Adapting, and Learning and Data System Strengthening Advisor for an anticipated USAID-funded Health Systems Strengthening Activity in Burkina Faso. The activity aims to support the Transitional Government of Burkina Faso to strategically and comprehensively respond to the key challenges facing the country’s health sector.

The Activity will have a strong emphasis on Collaborating, Learning, and Adapting (CLA) to generate and share knowledge and support adaptive management. The Activity will also strengthen national data systems for improved data quality, analysis, reporting, and use.

Job Summary:

The Technical Advisor will:

  • Work with the project team, government counterparts, and other local stakeholders to build and execute a CLA approach for the project, to ensure maximum impact.

  • Oversee all aspects of monitoring, evaluation, research and learning of the project, in support of the CLA approach.

  • Oversee activities to strengthen national data systems and build stakeholder capacity to analyze and use data to inform decision making at all levels.

    The Technical Advisor will provide technical leadership on MERL, CLA, and data strengthening activities.

    They will, under the guidance of the Chief of Party and FHI 360 leadership, establish and continually refine technical frameworks, approaches, tools, and activities for that project. They will identify specialized partnership needs, engage qualified partners to ensure technical performance, and oversee their performance. They will support the capacity development of local partners as appropriate. They will monitor all technical aspects of a project from initiation through delivery. They will ensure completion of project technical deliverables are on schedule and within budget constraints. They will manage technical advisors and other staff, and mentor and develop them to ensure technical objectives are met. They will contribute project experience and learning to national and global thought leadership initiatives.

    Employment is contingent upon successful award of the project to FHI 360, as well as USAID approval of the finalist.

    Accountabilities:

    • Lead the development and implementation of the MERL/CLA plan for the Activity, in line with the overall Results Framework, including indicator selection and definition, target setting for all indicators, planning of all necessary data collection and analysis.

    • Oversee and directly contribute to the development and implementation of M&E tools and systems to collect, interpret, and aggregate data that track tangible, measurable progress toward project results and data that meet donor reporting requirements.

    • Develop and support the design and implementation of project evaluations, surveys, and other components of the program MERL system.

    • Develop high quality quantitative and qualitative methods and participatory methodologies to monitor program quality for performance and results; design appropriate feedback mechanisms to assess whether approaches implemented by the project are effective.

    • Support technical teams and counterparts to use data and insights for adaptive management of the project.

    • Provide training to staff, primary stakeholders, and sub-partners on MERL components in project design; such as monitoring plan, assessments, reviews, surveys and evaluations.

    • Provide ongoing oversight and technical assistance to consortium partners implementing monitoring and evaluation system, ensuring data and analysis are of high quality.

    • Undertake periodic reviews of project MERL systems; provide guidance for quality assurance, as well as best practices documentation and reporting.

    • Oversee the publication and dissemination of information on successful and promising approaches, lessons learned and other program results to program partners, donors, government counterparts, and other key stakeholders.

    • Provide high quality and timely submission of all required project reports, including documentation of success stories, analysis of data for indicator calculation, summary of qualitative findings, etc.

    • Lead the design of activities to support the Ministry of Health to strengthen the National Health Information System in terms of quality, analysis, reporting, and use.

    • Lead the technical operational and tactical activities for the project related to data system strengthening.

    • Ensure high quality technical deliverables—including workplans and annual reports—are developed, submitted, and approved on schedule and within budget parameters.

    • Provide direction to ensure technical activities are compliant with client agreements, government regulations and the organization’s policies and procedures.

    • Respond to client requests and questions on technical matters and ensures timely drafts and submissions of consents, approvals and/or waivers.

    • Manages the relationship with subcontracted organizations on a project on technical matters.

    • Supports performance management and professional development of direct reports, including ongoing feedback, coaching and career support.

    • Performs other duties as assigned.

      Applied Knowledge & Skills:

      • Strong knowledge of the Burkina Faso health system and its data sources and systems.

      • Comprehensive knowledge of concepts, practices, and policies in MERL, CLA, and data system strengthening, particularly as they relate to USAID processes.

      • Strong quantitative and analytical skills and ability to articulate technical information clearly and effectively to both technical and non-technical audiences.

      • Demonstrated expertise in rigorous quantitative and qualitative research and analytical methods.

      • Excellent report writing, analytical, and communication skills, including oral presentation skills.

      • Demonstrated track records in publishing project reports; track record of formal publications preferred.

      • Demonstrated statistical analysis skills and use of relevant software (SAS, SPSS, Epi Info, Atlas).

      • Knowledge of current frontiers of MEL methods for health systems.

      • Excellent and demonstrated organizational and problem-solving skills.

      • Excellent and demonstrated project management and technical skills.

      • Ability to influence, motivate, negotiate and work well with others.

      • Ability to exercise judgment within generally defined practices and policies in selecting methods and techniques for obtaining solutions.

      • Willingness to travel within the country for project activities.

        Supervision Given/Received:

        • Reports to the Chief of Party.

        • Provides direct supervision to line reports.

        • Leads and directs staff to achieve strategic project goals.

        • Coordinates with project lead to set budgets, goals, and develops procedures and training for project.

        • Develops and recommends project management solutions.

          Education: **

          • Master’s Degree or its International Equivalent in relevant Field.

          • Project Management (PM) Certification preferred.

            Experience: **

            • 12+ years of relevant experience related to monitoring, evaluating and reporting on programs related to health service delivery/system strengthening.

            • Prior work experience in a non-governmental organization (NGO) is preferred.

            • Demonstrated experience leading MERL, CLA, and data system strengthening activities.

            • Experience coordinating with governments, ministries and/or local NGOs in the design and implementation of data collection activities and data utilization approaches.

            • Experience with District Health Information System 2 (DHIS2); experience with other systems (e.g., LMIS, IHRIS) preferred.

            • Experience in managing complex activities involving coordination with multiple partner institutions strongly preferred.

            • Experience with donor funded health system reform projects; USAID experience preferred.

            • Demonstrated experience with implementing health systems strengthening (HSS) programs and/or health service delivery strengthening projects in Burkina Faso.

            • Demonstrated ability to develop and foster relationships with local government counterparts, local organizations, and donors. Experience at the sub-national level preferred.

            • Excellent communication (both oral and written), analytical, organizational, interpersonal, and cross-cultural skills.

            • Experience in Burkina Faso preferred.

            • Proficiency in English is required.
