ORGANIZATIONAL CONTEXT

To ensure proper monitoring of WFP’s Country Strategic Plan (CSP), the Mozambique Country Office has invested in bolstering its monitoring capacity to meet theMinimum Monitoring Requirements, enforce monitoring standards and comply with the Global Reassurance Plan.
This position will support the Field Office in planning and performing monitoring activities within Tete Province. The job holder will be responsible for the completionof Process, Output and Outcome monitoring activities, and will oversee and allocate tasks to other staff (field monitors). The job holder will report directly to the Head of Field Office and indirectly to the M&E Officer Team Lead (Head of Function) in Maputo.

JOB PURPOSE

To plan, coordinate and perform monitoring activities within a specific coverage area and provide reports to support the effective delivery of assistance packages.

KEY RESPONSIBILITIES (not all-inclusive)

1. Collect and summarise assistance programme(s) data, collaborating with cooperating partners where required, conduct analysis and prepare reports in order tosupport programme reviews and informative decision-making based on monitoring findings.
2. Liaise with cooperating partners and internal counterparts to gather feedback on monitoring reports to support programme reviews and improve services.
3. Suggest improvements to field monitoring processes and procedures for efficient implementation of the assistance programmes.
4. Allocate tasks to other staff (Field Monitors), providing guidance and on-the-job training to support their development and high performance.
5. Provide standard trainings for cooperating partners on WFP operational practices, monitoring tools and methods, and reporting requirements to support them toindependently self-monitor, contribute to the visibility of WFP in the coverage areas, and timely and quality reporting.
6. Prepare field mission reports to document programme implementation.
7. Follow set emergency response processes and procedures for emergency food assistance.

OTHER POST REQUIREMENTS

The following are detailed requirements associated with the monitoring activities:

8. Process monitoring: Ensure field monitors are equipped to implement on-site and/or remote monitoring of all programmes and modalities implemented in theprovince.
9. Process monitoring: When possible, conduct spot-checks during distributions and other programme activities to make sure minimum monitoring requirementsare being adhered to.
10. Output monitoring: Provide trainings to cooperating partners on WFP operational practices, in general, and on output reporting tools and methods, in particular,to ensure reporting requirements are met.
11. Output monitoring: Consolidate and review monthly distribution reports and invoices from Cooperating Partners.
12. Output monitoring: Ensure data entry into WFP’s Country Office Tool for Managing Effectively (COMET) to track implementation across the programme cycle(planning and reporting).
13. Outcome monitoring: In liaison with the Country Office, support with the planning and coordination of outcome monitoring surveys, by providing adequatetraining, guidance and support.
14. Staff management: Train, support and oversee field monitors, ensuring they are able to meet WFP’s quality standard and the minimum monitoringrequirements.
15. Participate in ad hoc assessments as needed.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

• Has experience collecting programme output and outcome data, conducting quantitative and qualitative analyses, and reporting findings to key internal andexternal stakeholders.
• Has experience utilizing WFP monitoring and evaluation systems and standards.
• Has knowledge of programme and project cycle, in particular related to nutrition, climate change and adaptation, school feeding and emergency preparednessand response.
• Has experience building and maintaining relations with external stakeholder, such as local NGOs, Government authorities and other implementation partners.
• Has experience in building capacity of field staff.
• Has proven ability to adapt to changing program requirements and operational challenges, maintaining high standards of monitoring and evaluation.
• Has ability to work in multifunctional teams and establish effective working relations with persons of different national and cultural backgrounds.
• Has proven knowledge of Microsoft Office package (Word, Excel, Power Point).
• Has experience working with data collection software (ODK, KoBo).
• Has good analytical and problem-solving skills.
• Has ability to communicate ideas clearly, both orally and in writing.• Has experience collecting programme output and outcome data, conducting quantitative and qualitative analyses, and reporting findings to management team, partners and other stakeholders.
• Has experience utilizing WFP monitoring and evaluation systems and standards.

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. A post-secondary certificate in the related functional area is desirable.
Language: Fluency in both oral and written communication in Portuguese and English. Knowledge of local languages is desirable.
