Context:

Under the overall supervision of the Chief of Mission (CoM) and direct supervision of the Senior Programme Manager of IOM Bangladesh and in close coordination with the relevant units in IOM Dhaka and sub offices, the successful candidate will be responsible for the development of new projects and ensuring reporting requirements are met, overseeing the Monitoring & Evaluation, Accountability and Learning, providing advice and guidance to the Programme/Project Managers, contributing to the design of new programmes, and substantively supporting the Country Office’s (CO) strategic planning.

Core Functions / Responsibilities:

  1. Assess and identify potential project and funding opportunities, advise Project Managers (PMs) and prepare project proposals and concept notes in the areas of interest for IOM Bangladesh, and evaluate and improve project reports, fact sheets and other documents in coordination with relevant PMs and Programme units.

  2. Ensure inputs and updates are available and the utilization of tools that allow the CO to track and facilitate project development, endorsement, project code issuance etc. in coordination with Regional Office (RO) and relevant units of Headquarters (HQ).

  3. Analyze emerging migration trends, issues or policies, develop documents on strategic approaches and priorities, and recommend actions to the Senior Programme Manager.

  4. Manage and supervise the staff of the Mission Support Unit, ensuring their effective performance of development, implementation, evaluation and reporting tasks for CO programmes/projects.

  5. Support liaison with donors, project partners, other IOM COs and HQ to facilitate coordinated project implementation and synergies and to make recommendations on donor/partner engagements.

  6. Lead the development, implementation and management of M&E activities of relevant programmes/projects in line with the programmes’/projects’ goals and objectives.

  7. Ensure the integration and coordination of Monitoring and Evaluation (M&E) frameworks and the regular implementation of monitoring activities at project sites in coordination with the relevant PMs.

  8. Advise the Communications Coordinator on documenting the process and activities of on-going projects including capturing case studies, success stories for donor reports, website and newsletters based on M&E activities in the project sites.

  9. Oversee all communications functions related to the CO and programme units in coordination with the relevant PMs, DCOM and COM. Develop, coordinate and disseminate communications and visibility materials such as press releases, brochures, communication materials, public information and Monitoring and Evaluation (M&E) reports, as well as the IOM Bangladesh’s website, social media platforms and public events.

  10. Manage the Monitoring, Evaluation, Accountability and Learning (MEAL) initiatives within the CO including substantively supporting PMs on the formulation and implementation of MEAL plans and internal and external evaluations, and the assessment of M&E reports.

  11. Oversee and guide evaluation (mid-term, end of project, assessment surveys) as per donor agreements, and comment on and disseminate assessment reports among management and relevant stakeholders.

  12. Ensure the development and implementation of mechanisms to facilitate regular feed back from beneficiaries and stakeholders on activities and services provided through the organization’s support in close coordination with field colleagues.

  13. Develop data collection and quality assurance tools. Ensure data collection, collation, storage, analysis and reporting, and follow up with Implementing partners regarding progress reports.

  14. Ensure the production of consolidated reports and agreed action plans for follow up response in coordination with thematic heads and other relevant project staff.

  15. Support the CO in formulating the new CO Strategy.

  16. Undertake travel duties to improve and resolve issues related to the planning, programming, implementation and monitoring of projects.

  17. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s Degree in Social Sciences, International Relations, Political Science, Business or Public Administration or a related field from an accredited academic institution with five years of relevant professional experience; or

• University Degree in the above fields with seven years of relevant professional experience.

Experience

• Experience in the areas of migration management, humanitarian service delivery and information management;

• Demonstrated experience in project development, project implementation, donor liaison reporting activities;

• Demonstrated experience in programme and project management including budget planning and monitoring & Evaluation will be an advantage.

• Experience with logical framework approach and other strategic planning approaches, M&E methods and approaches (including quantitative, qualitative and participatory), planning and implementation of M&E systems, facilitating learning- oriented analysis sessions of M&E data with multiple stakeholders, information/data analysis and report writing is desired.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of Spanish and/or French is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
