Result of ServiceThe CCAC National Methane Planning Consultant will have the following responsibilities: 1. Develop a comprehensive methane roadmap following the CCAC Methane Roadmap Template. The methane roadmap should integrate input from the National Directorate for Environment and Forests, various government agencies engaged in greenhouse gas inventories and national communications, and other relevant stakeholders from different sectors. 2. Coordinate the preparation of National Methane Roadmap findings for presentation to the Government of Comoros. Ensure an inclusive process involving key stakeholders, including ministries, NGOs, the private sector, and academia, for the integration of recommendations into national frameworks. The roadmap should demonstrate alignment with NDC, climate policies, air pollution control, and key sectors. A collaborative approach should be taken to engage stakeholders in shaping methane reduction strategies. The expected outputs of the consultancy are: • A work plan concerted with ministries to develop the draft methane roadmap • A draft methane roadmap following the methodology and quality standards developed under the CCAC National Methane Roadmap Programme (M-RAP) as captured in the M-RAP Methane Roadmap template and its five building blocks. • Periodic progress reports Work LocationMoroni, Comoros Expected duration12 months Duties and ResponsibilitiesThe Climate and Clean Air Coalition (CCAC) is a partnership of governments, intergovernmental organizations, and representatives of the private sector, the environmental community, and other members of civil society. The CCAC is the only international initiative working on integrated climate and clean air solutions to reduce the rate of near-term warming. It focuses on fast action to reduce emissions of short-lived climate pollutants (SLCPs) including methane, black carbon, HFCs, and tropospheric ozone. Comoros became a member of the CCAC in October 2023, aligning with its commitment to tackle methane emissions. Before this, in 2022, Comoros also joined the Global Methane Pledge, signalling its dedication to reducing methane emissions by 30% before 2030. The CCAC is therefore seeking a National Methane Planning Consultant to support the National Directorate for Environment and Forests, specifically the Department of Climate Change, in formulating and advancing a methane roadmap for Comoros. The primary objective is to strengthen Comoros' Nationally Determined Contribution (NDC), national climate policy frameworks, air quality plans, and other pertinent national strategies, focusing on sectors identified as significant methane emitters. The roadmap will take stock of national existing and planned policies and measures addressing methane emissions and will identify additional ones the country could implement to reduce methane, and by doing so simultaneously mitigate climate change and reduce air pollution locally while generating socio-economic benefits for its citizens across genders, regions, and backgrounds. Qualifications/special skills- Advanced university degree (master’s degree or equivalent) in environmental sciences, environmental engineering, chemistry, chemical engineering, electrical engineering, or a related field is required. A first university degree in combination with two additional years of qualifying experience may be accepted instead of the advanced degree. - At least four years of professional experience in a field relevant to climate change, climate change modeling, and climate policy is required. - Experience in environmental public policy in Comoros is desirable. - Excellent written and spoken communication skills and the capacity to establish productive relationships with stakeholders is required. - A good knowledge of the national context of Comoros and experience in environmental public policy in Comoros is desirable. - Experience in multi-stakeholder engagement and working with government authorities in Africa is desirable. - Knowledge in modelling of GHG and air pollution mitigation measures with different software including LEAP IBC is desirable. - Experience in NDC and national communications development and/or revision is desirable. - A good understanding of GHG dynamics, short-lived climate pollutants, climate change, and air pollution issues in Comoros is desirable.
