OBJECTIVES OF THE PROGRAMMEThe objectives of the Human Resources Management Unit are to design and implement in an efficient and timely manner, for the WHO Regional Office for Africa (AFR) and offices and sub/offices in 47 countries in the African region, strategies programmes and client services covering workforce planning, staff/management relations, staff health and wellbeing, and integrated talent management strategies and practices which enable the WHO AFRO workforce to deliver the public health programmes and initiatives agreed to by Members States and other major stakeholders.

DESCRIPTION OF DUTIESThe incumbent performs the following duties:--> Promotes, contributes to the design of, and leads the implementation of proactive, effective, and efficient medical and occupational health policies, standards, guidelines, best practices and procedures for health promotion and prevention of disease, illness, and injuries of employees, appropriate to the conditions in the AFRO region.--> Prepares adapted guidelines and needed documentations for all mass deployments of staff in the field (epidemics, etc.)--> Ensures organization-wide coordination and consistency of operational health policies and practices in the region.--> Advises and makes recommendations to Administration and staff regarding the following issues:a. local working and living conditions and health hazards; availability and quality of health care and medical facilities locally and in the region; staff health insurance, compensation and disability matters. b. Preventative measures to be taken with regard to major diseases.c. local and regional medical facilities and health networksd. situations relating to poor work performance/attendance of staff due to problems of substance abuse (alcoholism, drugs, etc.), stress or psychological dysfunctions--> Evaluates medical facilities in field locations with appropriate recommendations and authoritatively advises HRMS and decides on medical evacuations--> Provides technical, treatment, and advisory interventions, including in person, in country offices in the event of major disasters, such as epidemics, and natural or human catastrophes.--> Leads the work of the unit, by planning, establishing standards, adjusting priorities, managing staff performance, budgetary and other resources to deliver the anticipated range of client services, and projects, notably, the following:a. Conducting various types of employment medical examinations, including by authorized physicians outside the Regional Office, classifications, and determinations of staff fitness for duty; Approving and controlling sick leave of staff members in the region, medical evacuations within and outside the region; Providing emergency medical care, confidential medical advice and counselling to the staff; Advising on, and supervising, vaccination services for WHO/AFRO staff and their families and providing travel advice/medicines prior to travel of staff; Managing provision of counselling and psychological support services to staff.--> Guides, advises and jointly supervises Nursing staff out-posted in ISTs--> Prepares and provides medical coverage for major meetings in the Regional Office and outside (Regional Committee, etc.)

REQUIRED QUALIFICATIONS

EducationEssential: Advanced Degree in medicine with postgraduate degree and training in internal medicine.
Desirable: Excellent knowledge of public health issues and WHO organizational policies and practices are an advantage.

ExperienceEssential: At least 7 years' graduate, extensive clinical experience in internal and general medicine either in private practice or in a hospital at least 3 years of which should be in an international context.
Desirable: Experience in dealing with medical insurance plans and travel medicine are an asset.3 to 5 years' of experience in a public hospital, especially in an intensive care unit is an advantage.

SkillsKnowledge of the latest medical, diagnostic techniques and clinical practices; Demonstrated expertise in establishing best practices and strategies in occupational health and wellbeing work in order to position the Organization; In depth knowledge of the major health care facilities and specialists in the African Region; Knowledge of WHO's operation priorities in the Region; and sensitivity to the stress and strain under which the staff work; Ability to lead, motivate and empower team members.

REMUNERATIONWHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 75,602 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3440 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
