The local project manager consultant will facilitate the achievement of the following objectives:
• Assure general project coordination, track activities and compile the information for donor reporting;
• Communicate on project impacts and assure general outreach;
• Training of government stakeholders;
• Data collection report, national policy framework and national cooling action plan on air conditioners and refrigerators;
• Gather stakeholders’ comments and input on the above mentioned documents;
• Coordination with local energy efficiency expert, the international expert and project stakeholders;
• All written outputs will be delivered electronically in Microsoft Office formats.

The consultant is responsible for delivering the following outputs:
• Market assessment on air conditioners and refrigerators;
• National cooling action plan;
• National policy framework including MEPS and labels. Work Location

U4E has a diverse and growing portfolio of activities around the world, which requires a local energy efficiency expert to support a national project in The Gambia called ‘National Framework for Leapfrogging to Energy Efficient and Climate Friendly Air Conditioners and Refrigerators’. The project, which is funded by the Green Climate Fund (GCF) aims to develop an integrated policy strategy that results in a comprehensive legislative framework for energy-efficient air conditioners and refrigerators in The Gambia. In the long-term, the project will catalyze broader market transformation for energy efficiency in The Gambia and will ultimately reduce greenhouse gas (GHG) emissions.
The project has started in January 2023 and will be implemented over a period of two years. The implementing agency is the U4E initiative in collaboration with the Ministry of Petroleum & Energy (MOE) as the focal ministry and the Ministry of Finance and Economic Affairs (MOFEA) as the National Designated Authority.

The project activities include:
• Capacity building through workshops and a south-south study tour
• Market assessment to obtain detailed information about the refrigerators’ and air conditioners’ market in The Gambia
• Development of a National Cooling Action Plan
• Development of Minimum Energy Performance Standards (MEPS) and labels
• Several workshops and meetings for stakeholder consultation on the above items
• Development of a project concept note to scale up the project to broader activities beyond the project’s end
The consultant is required to coordinate and oversee the execution of the activities of the project.

The consultant will work in coordination with the Ministry of Petroleum and Energy and the Ministry of Finance of The Gambia as well as the implementing agency UNEP.
• Performing project management responsibilities of the project;
• Liaising with national stakeholders, international and national experts and project partners;
• Capturing progress and key findings for use in reporting, outreach and promotion of the activities of the project;
• Conducting outreach to current and potential project partners and stakeholders;
• Tracking timely and quality development and submission of deliverables and financial information, and compiling and submitting information for reporting;
• Planning and hosting meetings, events and calls - including preparing agendas and materials, taking notes on key findings, and taking action on related tasks; and
• Other tasks as assigned. Qualifications/special skills

• An advanced university degree (Masters or equivalent additional experience) in energy or environmental policy, economics, finance, engineering, management, international sciences, or related science field;
• At least 8 years of professional experience (may include relevant internship experience) in project management, preferably with on energy policies and international development programmes;
• Excellent written and oral communications skills, preferably on energy or environmental related topics;
• Experience in implementing projects, preferably with government stakeholders;
• Knowledge of project management concepts;
• Basic familiarity with appliance technologies and opportunities for improving performance is an asset;
• Experience in developing and building coalitions to support existing activities and proposals for new activities.
• Excellent record in collaborating with a team, and ability to adapt to meeting varying needs as a project evolves.
• Knowledge and experience in working in developing countries. Work experience in The Gambia is desirable.
• Availability to work from The Gambia and to support UNEP’s U4E team virtually who are based in Paris, France.
• Ability and willingness to travel internationally. Languages

• Fluent in English.
• Fluency in one or several of national/local languages spoken in The Gambia are an advantage.
