USAID Enhancing Quality of Healthcare Activity (USAID-EQHAII) is a five-year project (October 23, 2023 – October 22, 2028) led by FHI 360 and partnership with KHANA, Kawsang, ThinkWell, and Data Elevates that aims to further improve and sustain service quality by strengthening a harmonized Cambodian high quality health system that will lead to better health outcomes for all Cambodians.

EQHA II builds on the successes to date of the Royal Government of Cambodia (RGC) and development partners and aim at achieving three objectives:

Improved evidence-based policy, guidelines, strategies for more effective and efficient health systems Improved individual and institutional capacity of the public and private sectors to implement, monitor, and evaluate QA according to the national standards. Improved individual and institutional capacity of subnational health systems to provide quality services to address emerging national program priorities.

JOB SUMMARY:

The Knowledge Management Coordinator will be under supervision of Communication and Knowledge Management Specialist. S/he will provide support in documentation of all project impact, lesson learned, success stories, best practice through working closely with all objective team members; ensure EQHA II products are produced with high quality and informative and ready for different audiences in different formats; support Senior Management Team in coordination of high level meeting and presentation including coordinating for technical insight/information from relevant team members for presentation development and taking notes.

KEY RESPONSIBILITIES AND CONTRIBUTIONS:

Technical Support:

  • Develop strategic guidance to effectively utilize the EQHA​ II network’s comprehensive knowledge base for influencing key stakeholders.
  • Regularly monitor the types of products being delivered to identify and address any knowledge gaps.
  • Provide assistance in the creation of strategic knowledge products.
  • Act as main focal point for quality control and content management for all EQHA II materials published via social media and other relevant communication platforms.
  • Assist in knowledge sharing events – in collaboration with USAID’s Department of Outreach and Communication (DOC) team and Communication Specialist at FHI 360 APRO, and assist the supervisor in managing the publications, web pages, social media, case studies of project target groups, press releases and presentations.
  • Support project team in writing and editing technical reports and other documents related to knowledge management and project communication issues as required.
  • Contribute to the systematic identification of human stories, case studies, and smart practices that have the potential to capture the attention of wide range of audiences and key influencing targets for EQHA II.
  • Ensure strong knowledge sharing culture within the project, organize information produced directly by the team but also by others in the field of quality and regulation of healthcare in Cambodia.
  • Work closely with all objective team members to systematically document the impact of EQHA II projects.
  • Collect and compile data on project outcomes, success stories, and lessons learned.
  • Design creative and innovative ways to present in-depth technical data for specialist audiences as well as layperson, which include web-based formats.
  • Systematically organize and manage a repository of lessons learned and best practices for reference and future planning.
  • Compile success stories into engaging narratives that highlight the positive impact of EQHA II initiatives.
  • Assist the development, production, and implementation of communication materials and knowledge products, such as, but not limited to, video, social media posts, infographics, monthly project updates, reports and tools.
  • Ensure that all EQHA II products, including reports, documents, and presentations, are produced with high quality and accuracy.
  • Collaborate with team members to review and refine materials before dissemination.
  • Ensure that information is presented in a clear, accessible, and engaging manner for various stakeholders.
  • Use various channels to share project updates, successes, and relevant knowledge.

    Coordination Activity:

    • Establish good working relationships and collaborative arrangements within the EQHA II, and with community groups, donors, governments, and other organizations to ensure harmonized, effective programming, non-overlap of activities, and the best use of resources.
    • Assist the Senior Management Team (SMT) in coordinating high-level meetings and collaborate with them to develop presentations for the meetings.
    • Ensure that presentations are well-structured, informative, and aligned with the objectives of EQHA II.
    • Take detailed notes during high-level meetings, ensuring accurate documentation of discussions, decisions, and action items; distribute meeting notes promptly to relevant stakeholders.

      Program Support:

      • Provides support to project staff to draw and document lesson learned, case studies and best practices of the project implementation.
      • Establish strong partnerships and coordinate closely with government and NGO partners, sub-awardees/sub-grantees.
      • Ensures that the programs and services offered by the project contribute to the project objectives and reflect the priorities of the program.
      • Works closely with other FHI360/EQHA II Colleagues.
      • Other duties, as assigned.

            QUALIFICATION:

            • Cambodia national
            • Bachelor’s degree or its international equivalent in knowledge management/information services, communications, education, health, behavioral sciences, life/social sciences, international development, or related field

              EDUCATION/EXPERIENCE:

              • Bachelor’s degree or its international equivalent in knowledge management/information services, communications, education, health, behavioral sciences, life/social sciences, international development, or related field.
              • At least four years of experience working in knowledge management, communication, international development and strong knowledge and experiences in the Cambodian health system.
              • Experience using social media for project communication.
              • Proven skills in writing. Articulate, professional and able to communicate in a clear, positive fashion with clients and staff. Must be able to read, write and speak fluent English, fluent in Khmer.
              • Comprehensive knowledge of theories, concepts, and practices with knowledge management methodology, communication, and reporting.
              • Video taking, communication design.
              • Excellent oral and written communication skills.
              • Excellent analytical skills.
              • Ability to influence and collaborate with others.
              • Ability to resolve issues with new concepts and approaches to ensure communication objectives are met.
