ITS Vice Presidency Context:

Information and Technology Solutions (ITS) enables the WBG to achieve its mission of ending extreme poverty and promote shared prosperity in a sustainable way by delivering transformative information and technologies to its staff working in over 150 locations.

Our vision is to transform how the Bank Group accomplishes its mission through information and technology. In this fast-paced, ever-changing world, the formulation and implementation of the ITS strategy is an ongoing, iterative process of learning and adaptation developed through extensive consultations with business partners throughout the World Bank Group.

ITS shapes its strategy in response to changing business priorities and leverages new technologies to achieve three high-level business outcomes: business enablement, by providing Bank Group units with innovative digital tools and technologies to transform how they deliver value for their clients; empowerment & effectiveness, by ensuring that all Bank Group staff are connected, able to find information, and productive to accelerate the delivery of development solutions globally; and resilience, by equipping the Bank Group to provide risk-based cybersecurity and robust data protection for a global network and a growing cloud platform.

WBG Finance ITS Unit Context

WBG Finance (ITSFI) is responsible for providing high quality, streamlined information and technology solutions for the World Bank’s Financial & HR services, which include Human Resources, Corporate Finance, Risk Management, Controls, Treasury, Loans, Accounting, and Concessional finance (managing donor contributions from inception to the point of final disbursement, including IDA, Financial Intermediary Funds and Trust Funds). ITSFI is additionally responsible for building its IT services using a shared platform that provides scale, leverage, reliability, and control while at the same time improving responsiveness to emerging business needs. The ITSFI team is accountable for the implementation of the ITS Strategy supporting WBG core finance business processes.

As a unit within the Finance ITS (ITSFI), ITSPS (ITS Personnel Systems) is responsible for Personnel Systems supporting over 16,000 staff and 11,000 retirees/beneficiaries of the World Bank Group. The unit supports the employee life cycle including Recruitment, Personnel Administration, Benefits, Compensation, Performance Management, Tax, Staff Receivables, Payroll and Pension. More than 200 self-service transactions are available to staff so that Personnel transactions are standardized and efficient. Services provided by this unit cover all aspects of the IT life cycle from business requirements to implementation, ongoing operations, and maintenance. High availability and accuracy of these applications are critical to managing Human Resources and running a global payroll system from hire to retire and beyond life cycle of World Bank Group workforces.  ITSPS also supports the modernization agenda through HR Systems Renewal. This position is in the PeopleSoft Administration team of ITSPS that supports the World Bank Group Human Capital Management Systems.

Job Summary:

ITSPS seeks a highly motivated and experienced IT professional with a strong expertise in PeopleSoft Administration particularly in HCM Application on Oracle Database to join their existing team. The ideal candidate should have strong technical knowledge in managing complex PeopleSoft applications. Experience in managing PeopleSoft on OCI is highly desirable. The candidate should possess strong analytical and communication skills, good knowledge on project management pertaining infrastructure or upgrade needs, resource management, strong inter-personal relationships to work with various units across ITS and be able to work within tight timelines.

Roles and Responsibilities:

•Design, architect, and capacity planning of infrastructure needs to support the needs of WBG Human Capital Management PeopleSoft applications.

•Closely work with development team in supporting their day-day needs and participate in design discussions and solutioning.

•24x7 Monitoring of PeopleSoft applications including infrastructure components, scheduled processes, and online access.

•Technical and analytical capabilities in addressing any performance issues reported.

•Work closely with development team in understanding the needs and help in tuning the processes or batch programs.

•Design, plan and sequence the upgrade activities for PeopleSoft HCM applications including People Tools by working closely with technical teams and business teams.

•Conduct, monitor periodic refreshes of lower environment to support the development and project needs.

•Adhere to existing change management processes and carry-out migration of codes across environments including deployment of codes in Production.

•Participate in quarterly and yearly audits pertaining change management, compliance, security, and data privacy.

•Innovate in automation of mundane tasks by developing or identifying tools, scripts and implement.

•Work closely with Infrastructure and other IT teams in regular maintenance and patching of infrastructure components and support their needs.

•Work closely with Office of information security in addressing any security vulnerabilities identified, compliance requirements and security related patching.

•Develop, maintain, and manage existing python and shell scripts for various automation activities.

•Work closely with technical team in designing and developing Integration solutions with various internal and external systems.

•Participate in the technical analysis for new requirements and modifications to the existing systems as part of any major initiatives.

•Develop and maintain technical architecture diagrams, SOP’s and audit artifacts.

•Provide regular status updates to Supervisor ensuring timely completion of assigned tasks and responsibilities.

•Raise risks, technical deficiencies in solution or any potential roadblocks to the attention of technical team and supervisor and suggest mitigation options.

•Diligently manage confidential information and comply with WBG data privacy policies & procedures.

•Adhere to quality standards and procedures, review modules for quality assurance and compliance.

•Participates, as appropriate, in user training of new or revised systems/applications.

Selection Criteria

•Master's degree in engineering, information technology, or a related field with 5 years relevant experience or bachelor’s degree with a minimum of 7 years relevant experience.

•Solid PeopleSoft Administration experience as an IT professional with experience in managing PeopleSoft on Cloud is desired.

Required Skills & Experience:

•Strong PeopleSoft Management and Administration skills including and not limited to systems and server administration, security, integration tools, monitoring tools etc.

•Strong technical knowledge on PeopleSoft Lifecycle management tools like Change Assistant, PeopleSoft Update Manager, Impact analyzer, testing tools etc.

•Strong technical knowledge of Oracle Cloud Manager, Oracle Integration Cloud, and other services is desired.

•Ability to work in high pressure situations and tight schedules, quickly resolving problems and production issues.

•Proactive monitoring and willingness to provide on-Call support on a rotation basis.

•Advanced understanding of technical infrastructure standards and requirements for the integration of PeopleSoft modules

•Proficiency in People Code, Application Engine, Application Designer, PeopleSoft Workflow, and PeopleSoft Security

•Proficiency in Oracle SQL/PLSQL, Oracle DBA and Oracle technology, including Materialized Views, Partitioning, Triggers, and Security.

•Familiarity with modern authentication like SAML2.0, OAuth, Certificates, Azure AD/ADFS.

•Advanced knowledge of Unix commands, including scripting, crontab, and system monitoring.

•Strong scripting knowledge preferably Python.

•Knowledge on Jenkins, Ansible, etc. a plus

•Prior experience with ServiceNow, PHIRE, Azure DevOps etc. a plus

•Good understanding of Cloud technology and integration with Azure or AWS.

•Exposure to emerging technologies (Artificial Intelligence, Blockchain, Robotic Software).

•Solid troubleshooting, analytical, and problem-solving skills.

•Advanced knowledge of compliance requirements with financial system controls and audits.

•Willingness and ability to approach work with energy and a positive, constructive attitude.

•Excellent verbal and written communication and interpersonal skills

•Team player with a results-oriented track record and the maturity to escalate issues, as needed.
