I. MSF INTERNATIONAL

Médecins Sans Frontières (MSF) is an international, independent, medical humanitarian organisation that delivers emergency aid to people affected by armed conflict, epidemics, healthcare exclusion and natural disasters. MSF offers assistance to people based on need and irrespective of race, religion, gender or political affiliation.

MSF International is the legal entity that binds MSF’s 24 sections, 25 associations and other offices together. Registered in Switzerland, MSF International provides coordination, information and support to the MSF Movement, as well as implements international projects and initiatives as requested.


II. POSITION BACKGROUND

The International Logistics Coordinator (ILC) reports to the Deputy to the International Secretary General. The ILC chairs and coordinates the international platform of Logistics Directors (DirLog) and works in close partnership with the other international coordinators of the International Office, the Logistics Directors and other relevant platforms (RIOD, ESCC) and teams, with the aim to achieve further cooperation, exchange of information and reduced duplication between the Logistics Departments of all Operational Directorates

The ILC leads the International Logistics Team, consisting currently of BioMed docs referent; The ILC regularly manages also temporary positions working on other specific dossiers; the ILC is functionally managing the KSU product referent


III. PLACE IN THE ORGANISATION

The ILC reports to the International Deputy General Secretary.The ILC coordinates the Logistics Director (DirLog) and other related platforms.The ILC is a full member of the IO Management Team.


IV. OBJECTIVES OF THE POSITION

The DirLog platform develops and proactively coordinates the implementation of MSF’s international logistics (technical) strategy, ensuring efficiency, interoperability and the necessary technical coherence whilst also encouraging targeted innovation. The DirLog ensures that all initiatives serve to optimise support to MSF’s social mission, are in line with the DirLog Strategic Orientations, support the relevant priorities of the International Multi-year Plan (IMP) and adhere to MSF’s principles and values.

The ILC chairs the Logistics Director platform as well as the Logistics Operational and the Technical platforms. The objective of the position is to coordinate and facilitate further cooperation and reduce duplication between the Logistics Departments of the 5 Operational Centres and other Operational Entities and drives the ambitions described in the DirLog Strategic Orientations.

The ILC position also facilitates and optimizes the exchange of ideas, knowledge and information within MSF, in support of our overall operational goals.


V. MAIN RESPONSIBILITIES

A. Strategy

The International Logistics Coordinator will lead the definition of strategies for the DirLog and related platforms:

Lead the definition of the collective DirLog Strategic Orientations, ensuring efficiency, interoperability and the necessary technical coherence whilst also encouraging targeted innovation.Coordinate the plan to run a highly participatory process for the development and implementation of the Dirlog multiyear global strategic framework.Lead the identification of priority areas for international logistics cooperation in supporting (i.e. headquarters support) and implementing (I.e. field logistics) MSF’s operational ambitions and develop a strategy to address these.Aligns initiatives by the Logistics Platform and working groups with the aim to optimise support to MSF’s social mission, MSF strategic priorities and MSF’s principles and values.Ensures an effective on-boarding of new DirLog members, especially for those of new operational MSF entities, focusing on coordinating technical support.

B. Chairing/platform coordinator.

The International Logistics Coordinator will be the chair/facilitator of the DirLog and related platforms and will:

Prepare and guide discussions in order to achieve concrete actions or decisions and mediating disagreements between members.Actively participate in the discussion and put forward his / her opinion while facilitating a final platform decisionSupport the Logistics Platform in fulfilling its TORs as described in the Executive GovernanceCoordinate international Logistic planning and budgeting.Ensure that all relevant data is available for meetings.Coordinate activities between meetings, distributing tasks, engaging capacities and representing MSF logistics as agreed by the DirLog.Project Manage joint international technical projects.Lead the liaison with other platforms and the ExCom via other international coordinators or the International Secretary General.Consolidate meeting outcomes/actions/minutes and ensure appropriate distribution of all information to the logistics network and coordinate feedback/inputs from them.Have the duty to proactively bring issues to the attention of the International Secretary General, especially where ExCom support may be needed.

C. Knowledge Management

The ILC is responsible for the maintenance and the content of Knowledge Management tools, paying particular attention to accessibility of updated versions of International Logistics Policies, guidelines, official reports and other relevant publications. The International Logistics Coordinator will:

Proactively encourage sharing of information and experience among the logistics platforms for the purpose of learning, reducing duplication and achieving best practice.Provide ad-hoc support and guidance on strategic logistic issues as required.Gather and disseminate relevant information about the activities, objectives and plans of the logistics departments.Identify, capitalize and evaluate relevant expertise and ensure it is available to the larger Logistic community.

D. Management and Responsibilities

The ILC will supervise the International Logistic Team;The ILC facilitates exchanges between the International Technical Working Groups (ITWG’s): Transport (mobility), Energy, Communication, Construction & Shelter, Biomed, Cold Chain, Log’n’D, and Applied Security, and the remaining Logistic platforms (Dirlog, LogOpsCoords and LogTechCoord)The ILC chairs the Air Ops Cell Steering Committee.The ILC is member of the GIS SUC and liaison between Logistics and the WatSan WG.The ILC is a member of the Spinco Steering Committee.The ILC is a member of the Data Governance Council.The ILC undertake any other project as required by the International General Secretary.The ILC Represent MSF externally concerning matters related to Logistics.The ILC will attend and contribute to the IO Management Team meetings;
