I. MSF INTERNATIONAL

Médecins Sans Frontières (MSF) is an international, independent, medical humanitarian organisation that delivers emergency aid to people affected by armed conflict, epidemics, healthcare exclusion and natural disasters. MSF offers assistance to people based only on need and irrespective of race, religion, gender or political affiliation. MSF International is the legal entity that binds MSF’s 24 sections, 25 associations and other offices together. Registered in Switzerland, MSF International provides coordination, information and support to the MSF Movement, as well as implements international projects and initiatives as requested.


II. POSITION BACKGROUND

MSF operational independence is enabled by our financial independence; 98 per cent of our funding comes from private sources, most of it donated by engaged individuals giving small amounts. In 2022, MSF had a private income of 2,161 million euros raised. There are now 40 fundraising markets in MSF. In line with its governance, MSF’s fundraising structure is highly decentralised, and the fundraising objectives and strategies implemented in the different MSF fundraising markets are developed and decided by the national fundraising teams and/ or initiatives. A Global Private Fundraising Framework (GPS), collaboratively developed, provides strategic guidance to MSF sections/ offices and defines the main strategic fundraising priorities. Currently, MSF is working on its new framework starting 2024 (“GPS 3.0”).

To ensure excellent intersectional coordination, strategy setting and timely decision-making on international issues, MSF works with international functional platforms. The International Fundraising Coordinator, who the advertised position is reporting to, is the Chair of the Fundraising platform (DirFund), representing the national fundraising teams. The DirFund is furthermore composed of 5 elected fundraising directors from different countries and leads the process of development and implementation of the GPS. The DirFund as well as the wider fundraising community (1,000 colleagues) is supported by a small yet growing International Fundraising Team at the International Office (FR-IO) which currently covers the following main areas of work: Coordination, Capacity Building, Fundraising Analysis, Digital Engagement, and now also Quality, Process and Project Management.


III. PLACE IN THE ORGANISATION

The International Fundraising Quality, Process and Project Manager

Is an international position reporting to the International Fundraising CoordinatorActs as replacement for the International Fundraising Coordinator in case of absence, together/ on a rotating basis with the International Fundraising Capacity Building ManagerActively contributes to the implementation of the IO international multi-year plan, as well as the implementation of processes and projects prioritized by the DirFundWorks closely with the International Fundraising Communities of Practice (CoPs), as well as the International Finance and the International Communications Communities, as well as other functional communities when needed (IT, HR, etc.)


IV. OBJECTIVES OF THE POSITION

The overall purpose of this position is to support the international fundraising community through quality assurance, process and project management in order to improve our global fundraising results in line with our current and future needs-based income growth strategies, and to sustain competitive advantages.


V. MAIN RESPONSIBILITIES

I. Quality, Process and Project Standard Development and Adherence

The position holder ensures that MSF’s FR-IO as well as the communities we work with establish and adhere to sound, state-of-the-art quality, process and project management standards. The position holder ensures that the established standards are documented and socialized as needed within the overall fundraising community. The position holder identifies needs for support and makes suggestions on how to address these in line with the fundraising principles, with an important focus on fundraising efficiency and effectiveness. The position holder identifies best practices in the MSF movement and acts as advisor on quality, process and project management to the wider fundraising community as needed, e.g. with regards to new fundraising initiatives and market entries. The position holder ensures learning from past processes and projects and documents these learnings in a user-friendly, easily accessible manner.The position holder contributes to the FR-IO’s own, to be established impact measurement system.

II. Management of Quality, Processes and Projects

The position holder manages selected and jointly agreed upon processes and projects themselves and simultaneously, based on the prioritization provided by the GPS 3.0, the IO, the DirFund, as well as the FR-IO in its annual work plan.These processes and projects may include

o the participatory development or revision of fundraising policies and guidelines,

o the development of fundraising toolkits, in close consultation with other functions,

o the management and quality assurance of working groups and task forces as well as new ways of working as needed to implement the new GPS 3.0,

o the establishment of our new innovation ecosystem, and

o the management of technical projects such as the introduction of our new international fundraising data warehouse, in close consultation with other functions.

In case of emergencies, the position holder acts as emergency fundraising focal point for the fundraising community as well as other internal key stakeholders and ensures adherence to MSF’s Emergency Fundraising Policy, including with regards to the required reporting and envelope management of earmarked funding. Furthermore, the position holder may also organize the fundraising community’s contributions to important international organisational development processes such as the “MSF We Want to Be” Process and/ or its follow-on projects, as well as collective investment projects or transformational investment capacity projects (TICs). The position holder contributes to the assessment and monitoring of new fundraising markets and audiences against initial business plans, as well as to the improvement of the accountability systems for these.
