Work LocationDhaka, Bangladesh with travel Expected duration20 July - 30 September 2024 Duties and ResponsibilitiesUnder the overall supervision of the UNODC Regional Representative, ROSA, and the direct supervision of and coordination with the UNODC GMCP Regional Programme Coordinator, Indian Ocean East, the expert will perform the following tasks: Deliver the 1st Maritime Law Enforcement Dialogue (MLED): • Deliver the 1st MLED with relevant national counterparts involved in the operational analysis of on Modus Operandi on Myanmar-Bangladesh Drug Trafficking Trends and present the findings of the paper through the formulation of a tailored programme. • Engage with different national counterparts in gathering inputs based on the discussion in gathering feedback, and recommendations. Deliver the 2nd Maritime Law Enforcement Dialogue (MLED): • Deliver the 2nd MLED with relevant national counterparts involved in the operational analysis of the drug seizures leading to prosecution in courts of Bangladesh and present the findings of the paper through the formulation of a tailored programme. • Engage with different national counterparts in gathering inputs based on the discussion and provide feedback, and recommendations. Prosecutors Training and Legal Debate and Criminal Litigation Training on Trafficking in Persons: • Support the preparation, organizing and conducting of a Legal Debate and Criminal Litigation Training related to a Trafficking in Person case in Bangladesh. Liaise with relevant national counterparts, primarily the Ministry of Law, Justice and Parliamentary Affairs, to facilitate operational and programmatic aspects of the Legal Debate and Criminal Litigation Training. • Mentor prosecutors to act as both the prosecution and defence during the Legal Debate and Criminal Litigation Training, based on the facts of the maritime offence case in question and legal precedents. Mutual Legal Assistance (MLA) Training to Prosecutors: • Support the preparation, organizing and conducting of training on how to draft Mutual Legal Assistance (MLA) requests, specifically in relation to social media platforms by Prosecutors in Bangladesh. • Liaise with relevant national counterparts, primarily the Ministry of Law, Justice and Parliamentary Affairs, to facilitate operational and programmatic aspects of the training on Mutual Legal Assistance. Qualifications/special skillsAn advanced university degree (Master’s degree or equivalent) in fields of criminology, policing, international relations or criminal justice, crime prevention and/or law enforcement or a related field is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Minimum five (5) years of experience in prosecution and/or advising roles on transnational organized crime/maritime crime/law of the sea from a legal standpoint or similar fields is required. Proven experience in drafting legally focused reports/proposals and or training plans is required. Extensive knowledge of legislations and regulations concerning the maritime domain of Bangladesh is desirable. Experience in understanding the different maritime aspects within the maritime landscapes of South Asia is desirable. Experience in using varied research methods (qualitative, quantitative, mixed) is required. Experience and competencies on IT Microsoft Office package, internet and web-based data management software is desirable. Experience working in the South Asian region in a similar position is desirable. Familiarity with the UNODC and/or UNODC’s Global Maritime Crime Programme (GMCP) is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required.
