Result of ServiceThe consultant will provide expert advisory services the Reintegration and Comprehensive Rural Reform Office to effectively monitor the level of implementation of affirmative actions and special programs under newly established reintegration public policies and support liaison and advocacy activities with targeted groups, civil society actors and institutions related to the implementation of the Comprehensive Rural Reform. Work LocationBogota Expected duration6 months Duties and ResponsibilitiesBased on the United Nations Verification Mission in Colombia (UNVMC) guidelines and the supervisor indications, the consultant will develop the following tasks: • Establish contact with institutions and agencies, former combatants, targeted beneficiaries of the rural reform, the UN and international cooperation involved in the implementation of the Comprehensive Rural Reform, Reintegration, women´s empowerment, children wellbeing, new leaderships, and their political participation. • Manage, process, and analyze information produced from the interactions with counterparts and stakeholders. • Monitor the implementation of special programs and affirmative actions under the Comprehensive Reintegration Program, who target women former combatants, former combatants with disabilities and their families, including children and caregivers. • Provide guidance to regional offices on verification methodologies on those special programs, affirmative actions with an inclusive, intersectional, and differentiated approaches. • Engage with institutions to follow-up on the implementation and promote solutions to gaps and shortfalls. • Support the articulation and networking among rural reform institutions and civil society to impact on inclusive, intersectional and differential approaches within rural reform public policies and programs. • Any other tasks required for the fulfillment of this ToRs. Qualifications/special skillsMaster or superior grade in Political science, Law, Economy, Public administration or similar, in combination with five (5) years of qualifying experience. A first level university degree in combination with seven (7) years of qualifying experience. A minimum of five (5) years of experience (Master or superior grade) or seven (7) years of experience (a first level university degree) in subject related to the implementation of public policies, academic research in areas such as inclusion, women´s empowerment, child protection in peacebuilding settings or peace process implementation is required. Experience in Latin America issues is required. Experience working in support of the Colombia peace agreement is required. Experience working in support of the reintegration of former combatants and rural reform is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written Spanish is required. Working knowledge of English is desirable. NOTE: Fluency equals a rating of \"fluent\" in all four areas (read, write, speak, understand) and \"knowledge of\" equals a rating of \"confident\" in two of the four areas.
