UNICEF Albania is seeking a consultant to provide instructional design expertise, in order to create an interactive online version of the training resource: "Intercultural Dialogue, Peacebuilding, Remembrance and Reconciliation: A Toolkit for Teachers in the Western Balkans". The instructional designer will devise the best way to convert the existing training resource document into a series of engaging, interactive, self-paced online learning modules. These modules will be hosted on a specially created digital learning platform with integrated Learning Management System (LMS) that tracks users' progress and enables certification for completed training modules.

How can you make a difference?

The main purpose of this consultancy will be to adapt the content of the resource document "Educating for intercultural dialogue, peacebuilding, constructive remembrance and reconciliation: A Toolkit for teachers in the Western Balkan" created by subject matter experts into an engaging, self-paced e-learning course. The full resource contains three conceptual learning units plus supplementary support material for educators.

The consultant will lead the design and delivery of one online training module based on one conceptual unit of the current toolkit content. The instructional designer will closely collaborate with the IT company that is contracted to design the LMS architecture and interface for the online learning platform.

The consultant will define and create all necessary interactive and multi-media content, including quizzes, short assignments, videos, narrated power points, etc., together with other self-paced learning activities appropriate for the intended users of the platform: adult learners who are professional secondary school teachers and youth trainers.

The main source material for the instructional designer will be the resource document "Educating for intercultural dialogue, peacebuilding, constructive remembrance and reconciliation: A Toolkit for teachers in the Western Balkan", as well as other resource persons provided by UNICEF.

The consultant will work in tandem with a company hired to develop the IT solutions for an online learning platform (separate TOR), and in a collaborative effort with UNICEF and RYCO (Regional Youth Cooperation Office).

Specific tasks include:

  • Develop an outline for the overall e-learning course with the learning objectives, structure and activities for one module specified, based on the content, requirements and methodologies of the source material, and making optimum use of the modalities and functionalities of an LMS-based e-learning platform;
  • Develop a learning design architecture, storyboard and tools for the interactive e-learning course module, including visualization and gamification elements as appropriate, to guide the work of the IT company;
  • Define and design online activities which best support the learning goals of the module;
  • Use media and design (e.g. texts, graphics, audio, video, quizzes, animation) to engage learners, promote interest, and support knowledge acquisition;
  • Design interactive learning components that include existing and new media (short videos, narrated power points, etc.) and create these components using authoring tools, graphic design programmed, voice-over, etc. in conjunction with the IT company and UNICEF resource person;
  • Direct learners to appropriate links (websites, embedded PDF documents, videos) for additional reading resources;
  • Develop formative and summative assessments, as well as badges and/or other e-learning incentives, to ensure maximum learning and engagement of users and to incentivize their completion of the course;
  • The designer should prepare an online certificate for the course completion;
  • Overall, the instructional designer should consider the best formats and methods to present the content of the module and should ensure that there is logical and smooth transition from one activity to another.
  • Additionally, the consultant should be aware of the cultural contexts of the learners and use images and references that are culturally appropriate.

Specific deliverables are:

Deliverable 1. Desk review of the content and needs analysis, including interviews with partners

  • Inception report with summary of needs analysis, intended content and approach, and work plan for the overall assignment (10 days).

Deliverable: Analysis report with the format and content of the digital platform to be created

Number of days: 10 days

Completion Date: 10 days after signature of the contract

Deliverable 2. Design a blueprint and develop the digital course. (See Annex 1).

  • A blueprint of the overall course structure with one specific module and its accompanying learning objectives, activities and components developed (5 days).
  • A list of specific learning materials/components that will need to be created for each activity (3 days).
  • Prepare scripts for the videos, share with the company and advise company during the video creation (18 days).

Deliverable: Complete course outline and complete learning module with all content developed and ready for feedback from UNICEF

Number of days: 26 days (until March)

Deliverable 3. Integration of the course content into the LMS platform, quality assurance and finalization of the project

  • Fine-tuning / revision of the interactive materials after review and feedback from UNICEF (5 days)
  • Quality assurance of the course material and functionality on the online learning platform in collaboration with the IT company (9 days).
  • Project completion report including upcoming challenges if any submitted (6 days).

Deliverable: Project completion report and the platform with the course in place

Number of days: 20 days (within June 30)

The consultant will report on the deliverables required to the Early Learning and Education Specialist in UNICEF Albania. All the deliverables and reports will be prepared in English. The contract will include 56 working days within June 2021. The exact dates for starting and ending the contract will be negotiated upon awarding the contract. The consultant will use his/her own laptop, office space and needed equipment.

To qualify as an advocate for every child you will have:

  • Advanced studies in education or social sciences;
  • At least 5 years of experience performing instructional design for e-learning delivery of educational content, ideally with previous experience designing e-learning in the area of social sciences or education.
  • Experience with LMS platforms such as Moodle.
  • Previous experience in creating educational content for UNICEF and in Western Balkans will be considered an asset.
  • Ability to work in an international and multicultural environment.
  • Foundational competencies required: commitment, embracing diversity, teamwork, and drive for results.
  • Ability to work both independently and as part of a team.
  • Excellent communication skills.
  • Excellent knowledge of English language.
