Background
UNDP in India is committed to support the efforts of the Government of India towards working with partners and key stakeholders to advocate for an environmentally sensitive response to COVID-19 that resets towards greener pathways for recovery. Our focus is to not only move towards a more sustainable, inclusive and resilient recovery, but also help to strengthen recovery by focusing on emerging and innovative green job opportunities. The COVID 19 global pandemic could potentially threaten to deepen inequalities and undo progress on the SDGs. We are already witnessing the detrimental impact of the pandemic on the economies and the populations especially poor and vulnerable populations. India is no exception to this challenge that can jeopardize India's gains in reducing poverty, improving access to livelihoods and social protection for 1.3 billion people. There is therefore an acute pressure on the Government to accelerate economic recovery, creating a risk that economic imperatives may dilute environmental sustainability considerations.
UNDP has globally rolled out the COVID response strategy across nations and the next phase is designed to help decision-makers look beyond recovery, towards 2030, making choices and managing complexity and uncertainty in four main areas: governance, social protection, green economy, and digital disruption. It encompasses our role in technically leading the UN's socio-economic response. In this regard, UNDP India is initiating a Project titled "
Green Recovery Pathway for India - transitioning towards a green and resilient COVID-19 recovery". This programme aims to address the critical need to advocate for an inclusive and environmentally sensitive response to COVID-19 that resets towards sustainable and inclusive pathways to recovery to build back better.
In addition to policy advocacy for a green recovery with the Government and other key partners, project will promote nature-based jobs and livelihoods, addressing linkages between nature and health through a one health approach, integrating climate commitments into urban planning, agriculture and land use solutions, and accelerating transition towards green energy as part of the COVID response. This approach will have a special focus on reaching and empowering women and young people as well as marginalized communities such as disadvantaged tribes and castes. Through this approach, UNDP will support investing in rural jobs and livelihoods including by promoting public works in the areas of water conservation, horticulture and animal husbandry, increasing nature-based micro-entrepreneurship opportunities for rural women and vulnerable communities, advocating for one health approaches that address links between human and animal health, and supporting policy advocacy for green recovery and green financing.
At the national level, UNDP will work closely with various ministries to advocate for green recovery and financing. UNDP will also work closely with few selected State Governments to implement programme activities, while collaborating with community-based organizations and private sector partners respectively to ensure outreach to women and marginalized groups and expand access to job and livelihood opportunities and create markets linkages for micro-entrepreneurs.
Green Jobs and Eco Entrepreneurship is emerging as the key area for mitigating climate change emission. UNDP recently undertook a scoping study on Green Jobs and Eco Entrepreneurship, and according to the study, given the recent developments in the policy sphere at the National and State levels, there is a large scope to generate employment and entrepreneurship opportunities in the Green Transport sectors, specially the e vehicle (commercial and passanger) . Therefore, one of the components of the UNDP Green Recovery Pathway for India project is focused on employment and entrepreneurship opportunities in the Green transport sector per se.
The overall objective of the proposed engagement in the Green Transport sector is to increase access to green jobs and livelihoods, through programmatic activities and policy imperatives. This includes trainings to youth and women, facilitate links to Government financing and work with industries to enable uptake of green jobs and eco-entrepreneurship (60% women) and is expected to be achieved through -
1.Identification and prioritisation of specific jobs, skills sets, eco entrepreneurship opportunity and govt promotion schemes (in green transport sector) with multiple stakeholders
In this regard, UNDP would like to engage a Consultant proficient in Skills and Employment with specific focus on the Green Transport Jobs. It is expected that the Consultant has previous exposure, experience of the Green transport sector and relevant networks to steer the planning and implementation of requisite activities to achieve the above-mentioned objectives.
Duties and Responsibilities

Duration of the Assignment: 12 months
Deliverables and Schedule of Payment: Submission of Monthly progress report and timesheet (to be approved by the Project Lead)
Project Location: The assignment will be home as well as field based. It will include travel within Delhi and Karnataka, and few other states.
Recruitment Qualifications:
Educational Qualifications: Postgraduate in Business Management/Development Studies/Social sciences/ qualification is essential;
Experience:
Language Requirements: Fluency in English is essential. Knowledge of Hindi and/or Kannada would be an asset.
Evaluation Criteria
The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as Responsive to the requirement. Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation;
Technical Criteria (70% of total evaluation)
Financial Criteria: (30% of the total evaluation) based on the total all-inclusive lump sum amount for professional fee for tasks specified in this announcement
Submission of Proposal
Financial Proposal: Technically qualified consultants will be requested to submit their daily fee rate i.e. consultants who score more than 70% i.e. 49 marks with respect to the above-mentioned evaluation criteria.
Consultant should not specify their consultancy fee on their CV or with the submission. The CV will not be evaluated further in case the consultant submits the same.
