Purpose and Objective:

The purpose of the consultancy is to provide technical assistance on Child Protection in Emergency Preparedness and Planning in Mozambique. The objective of the consultancy is to ccontribute to setting up a shock responsive child protection system, based on risk informed programming, linking development and humanitarian programming, to be better prepared for future emergencies that might affect Mozambique.

Methodology and Technical Approach:

The consultancy will go to Idai and Kenneth affected areas to get familiar with the Mozambican context and the CP interventions implemented during response and recovery, assess preparedness of CP team and key government counterparts to respond to emergencies, engage in joint planning for better preparedness with UNICEF and all relevant stakeholders at government, UNCT/HCT and (I)NGOs level, and initiate actions to improve preparedness.

The products of the consultancy shall be shared with UNICEF for discussion and approval.

3. Activities and Tasks:

Review and update current Emergency Preparedness Plan; develop five scenarios (drought, flood, cyclone, conflict and infectious disease outbreak); Identify and address areas of weakness in preparedness, including HR, training needs, partnership agreements, supplies, etc.; Strengthen the UNICEF Child Protection section’s overall risk informed capacity, with specific training's conducted to ensure capacity to respond to emergency; Develop contingency PCAs with key INGO capable to respond to emergencies Improve government preparedness and ability to respond to emergencies: analyze and address the strengths and weaknesses; establish and maintain better coordination mechanisms in anticipation of emergencies; determine and create agreements on minimum interventions, standards and tools for an immediate response; jointly develop protocols; carry out emergency preparedness training to key government stakeholders. Strengthen child protection mainstreaming in other sectors led by UNICEF for more integrated and efficient emergency response.

5. Deliverables and Payments:

Payments will be processed upon acceptance of the corresponding deliverable and against an invoice that will reference the contract and deliverable numbers. Payments will be approved by the section chief.

Deliverable 1:

Delivery time frame: 10 days

Product (s): Inception report, including a needs assessment, based on conversations, review of EPP and other documents available. The inception report is to provide a timeline of activities and clearly formulated deliverables.

Payment: 5% of the total of the contract

Deliverable 2:

Delivery timeframe: 40 days

Product (s): Field visits conducted to Cabo Delgado and Sofala Province to understand main CPiE interventions carried out during cyclone and armed conflict and current gaps to ensure adequate response identified. Assessment of Government needs to improve preparedness completed. Final report on these findings submitted;

Payment: 35% of the total of the contract

Deliverable 3:

Delivery timeframe: 50 days

Product(s): EPP platform action plan for CP revised based on findings (Deliverable 2) and response to fill identified gaps initiated, including contingency PCAs drafted, standardized tools for assessment of needs within emergency context developed and training for UNICEF staff. Response to identified gaps discussed and course of action agreed with CP AoR and Government, including the level of implementation that falls within this consultancy.

Payment: 35% of the total of the contract

Deliverable 4:

Delivery timeframe: 30 days

Product (s): Finalize response to identified gaps as per agreement (deliverable 3). Final report on deliverables and recommendations for next phase of implementation of EPP prepared and approved by Chief CP.

Payment: 25% of the total of the contract

Management and Supervision:

The selected candidate will report to the Chief Child Protection.

This consultancy will start on 15th March and end on 30th September 2020 (maximum of 130 days). A detailed workplan will be discussed in the inception phase, and a prioritization of tasks and approval of the workplan will be scheduled for the first week of the contract.

Academic Qualifications:

An advanced degree in international law, social sciences, public policy, and or protection related fields.

Work Experience:

- At least 7 years of relevant work experience in Child Protection systems strengthening, working in complex humanitarian settings, emergency preparedness and response including but not limited to natural disasters and conflicts, and DRR in humanitarian action. UNICEF experience is highly desirable.

- Previous working experience with various Ministries and communities

- Expertise in developing child protection benchmarks;

- Experience in developing materials on DRR in child protection systems

- Experience in developing M&E frameworks;

- Proven ability to conceptualize, innovate, plan and execute ideas in national contexts;

- Good facilitation and communication skills;

- Good versatility, judgment and maturity skills;

- Computer skills, including internet navigation and various office applications.

- Ability to analyze, synthesize information and communicate outcomes clearly to different stakeholders

- Excellent written and oral communication skills, ability to work independently and in a team, high-level report-writing skills

Specific knowledge, competencies, and skills required:

- A thorough understanding of relevant national, international and regional child protection instruments, including the Convention on the Rights of the Child and related UN and inter-agency policies, norms, and standards, inter alia: the CCCs, the Minimum Standards for Child Protection in Humanitarian Action, the Centrality of Protection, the UN Human Rights Due Diligence Policy and Human Rights Up Front;

- Ability to work under tight deadlines and produce a high-quality output;

- Ability to exercise sound judgment in a politically sensitive and potentially insecure environment;

- Interagency leadership and coordination;

- Ability to build and maintain key relationships with a diverse range of stakeholders, including government and civil society partners and community members, while remaining politically neutral;

- Demonstrated protection monitoring skills, including design of methodology, tools and ethical protocols, data collection and analysis, and recommendations for follow up action

- Sector response monitoring (CP AoR) and program impact monitoring (UNICEF IP), with the ability to identify barriers and bottlenecks and take corrective action as needed;

Language skills:

Fluency in English and Portuguese is highly desirable
