the Program:

NRC Information, Counselling and Legal Assistance (ICLA) programme in Palestine works on protecting people and communities who have been, or are at risk of being, forced to leave their homes. ICLA provides legal information, training, counselling and assistance for those affected by discriminatory policies and practices. 

The Position:

The purpose of ICLA Reporting and Information Management (RIM) Technical Officer position is to support ICLA WB learning, project and programme management with data collection, quality control, reporting, developing and maintaining of the ICLA Information Management System (IMS).

Specific responsibilities 

 Support and contribute to the development and maintenance of ICLA data management system, including through design, documentation, implementation and harmonisation of standardizes information flow of ICLA monitoring, evaluation, accountability and learning activities and reporting.

  • Lead ICLA monitoring, evaluation, accountability and learning  processes, including the spot checks and any other control measures.
  • Support programme with needs assessments, monitoring, evaluation and reporting.
  • Support the  development of data collection, data entry and reporting methodology and tools.
  • Support the data collection and management, and development of clear information flow between program and NRC staff.
  • Prepare progress reports, including project reports, log frames, ITT and GORS and disseminate it to the relevant programme management.
  • Carry out capacity building and training of programme staff on ICLA database and NRC Monitoring and Evaluation technical and conceptual areas, as needed.
  • Supervise ICLA project officers.
  • Support the Programme with developing new initiatives.
  • Undertake any other reasonable task assigned by ICLA PM.

    Generic professional competencies for this position: 

  • 3 years of experience from working within technical expertise / legal aid area in a humanitarian/ recovery context, preferably including M&E capacity and systems development
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Fluency in English and Arabic, both written and verbal 
  • High education in information technology and/or social science or another related field
