STATUS:    Full Time (yearly renewable)
TENTETIVE START DATE:    April 2024

Winrock International is inviting applications for the position of HR Manager for the U.S. Agency for International Development (USAID)-funded Esho Shikhi (Come and Learn) Activity in Bangladesh. Esho Shikhi is a five-year project (2021–2026). The overall objective of Esho Shikhi is to improve the Bangla reading skills of Grade 1 and Grade 2 students and develop them as independent readers. Esho Shikhi works to increase learning opportunities, improve quality education, and build the capacity of communities to support education and respond to disasters.

The HR Manager will be responsible for supporting the Associate Director HR in implementing Winrock Human Resource policies and programs on the Esho Shikhi Activity and ensuring that all policies and procedures are adhered to, including compliant human resource records. The HR Manager coordinates the recruitment, hiring, maintaining HR files and records, supporting staff performance evaluations, monitoring, and tracking employee benefits including employee’s insurance, maintain leave records and timesheets. They will be responsible for ensuring that Esho Shikhi follows local Bangladeshi labor laws in addition to Winrock International internal policies.

Specific responsibilities include, but are not limited to:

Support Associate Director Human Resources in ensuring Esho Shikhi adheres to Bangladeshi Labor Law and Winrock International/Esho Shikhi program policies and procedures as outlined in the policies and procedure manuals. Suggest updates and revisions to the HR policy manual as relevant. Coordinate the recruitment, selection, and hiring process, including working with the management team, and hiring managers to define strategic staffing plans that ensure that the organization has the appropriate staff in place, in alignment with overall strategies. Ensure all employees and their dependents are included under group life (employees only) and Group Health (employees and their immediate family members) coverage by providing information and completing formalities with the service provider and ensure yearly renew of the contract.   Support Associate Director Human Resources in the implementation of performance management and provide advice to staff and managers on performance and HR issues. Develop and implement a leave tracking system that includes staff working on the Esho Shikhi project. Ensure that personnel files are maintained, including contracts, job descriptions, recruitment documents, performance evaluations, and exit interviews. Ensure timesheets for project staff are accurately completed. Reconcile leave trackers and timesheets with the finance team monthly and ensure that payroll and benefits are recorded properly on the field office vouchers. Other duties as assigned.

REQUIREMENTS AND QUALIFICATIONS: 

Education:

Master’s degree in human resource/ management/psychology/Behavioural Science/Business

Administration

Work Experience:

Minimum 5 years’ experience in human resource management in reputed organisation Working experience in international development organization Knowledge of applicable labor laws. Experience in international HR. Knowledge of MS Office (Outlook), Word, Excel, and PowerPoint. Extensive knowledge of USAID rules and regulations. Demonstrated experience working on projects promoting increased opportunities for education for youth.

Skills: 

Ability to work productively independently and in a team environment. Demonstrated effective interpersonal skills, creative problem solving, conflict resolution, and ethical management skills. Excellent interpersonal, organizational planning, and analytical skills. Excellent written and oral communication skills.

Salary:  will be commensurate with qualifications and experience. Excellent benefits are offered.
