About UNU Human Resources Office The UNU Human Resources Office (HR-KL), as part of UNU Centre Administration, serves UNU’s Institutes and Offices in 16 locations around the world in the provision of human resources services. This includes HR policy and strategy, as well as business processes and systems and a core set of transactions in HR, including contract administration and global payroll. HR-KL is led by the Chief of Human Resources, who reports to the Director of Administration in TokyoResponsibilities Under the overall guidance and supervision of the Chief of Human Resources, the HR Associate is accountable for service provision, transactions and advice to internal clients on the full HR life cycle administration for staff members and non-staff personnel. The incumbent interprets and applies the UN Staff Rules and Regulations, UNU policies, procedures and guidelines, establishes internal procedures, provides solutions to a wide spectrum of complex HR administrative issues. The HR Associate also works in close collaboration with UNU’s HR Focal Points and UNDP/GSSU in Copenhagen for resolving complex HR-related issues and information exchange. 1. Provide support to the administration and implementation of HR strategies and policies related to contract management and benefits and entitlements focusing on achievement of the following results: Ensure full compliance of records and reports with UN Staff Rules and Regulations, UNU HR policies and procedures;Provides efficient and accurate information to HRFPs, management and personnel on HR policies, procedures and regulations; andConduct research on a range of HR related issues (precedents, policy rulings and procedures) and assist in preparation of notes/reports.Write knowledge articles for the HR intranet on benefits and entitlements, providing new and updated content to ensure transparency and access to information. 2. Provide HR administrative services in the fields of onboarding, benefits and entitlements focusing on achievement of the following results: Support recruitment processes including drafting job description, provision of input to job classification process, vacancy announcement, screening of candidates and participation in interview panels; Liaise with GSSU and take action as required through UNAll and HR Workbench for the initiation of hiring process and preparation of staff contracts (recruitment, amendments, extensions). Timely follow up with relevant colleagues in UNDP GSSU on contract/payroll related issues;Input and tracking of all transactions related to staff positions, recruitment, benefits, recoveries, adjustments and separations through the ERP system. Timely follow up with GSSU on global payroll issues and reports;Prepare hiring and promotion submissions for the Compliance Review Board (CRB) meetings and coordinate the associated approvals process; andManage CRB rosters and other rosters and talent pools, including e-rosters. 3. Manages UNU’s HR insurance portfolio focusing on achievement of these results: Serves as focal point for all health insurance matters across UNU, including health insurance, ASHI and travel insurance; Provides advice to HR focal points, personnel and management on relevant insurance policies; Liaise with HR focal points in institutes and offices to disseminate information on insurance matters; andProvide guidance and support on medevac, Appendix D and disability cases. 4. Identify areas for improving HR processes and developing business requirements to maximize efficiency and simplify procedures to achieve the following results: Participate in HR business processes improvements and implementation of the content of internal processes in HR management in consultation with the Chief of Human Resources; Provide input and support to further development of and implementation of HR process workflows, including in UNall, the HR Workbench and Oracle Cloud HCM;Synthesis of lessons learned and best practices in HR; Ensure facilitation of knowledge building and knowledge sharing in the HR focal point network via workshops, SOPs, toolkits and communications materials, and Provide sound contributions to HR focal point network. 5. Provide database management, workforce analytics and reporting support focusing on achievement of these results: Maintain accurate workforce database for personnel;Perform statistical analysis of HR data for reporting to senior management, offices and Member States;Generate a variety of reports on a monthly and yearly basis, e.g. payroll and headcount reports; Provide workforce data for various HR reports, including statistical tables and standard financial reports and ad hoc reports on workforce data; andSupport HR’s data submissions to audit requests and financial reporting. 6. RequirementsCompletion of Secondary Education is required OR Bachelor’s Degree in HR, Business or Public Administration, Social Sciences and relevant fields will be given due consideration.Minimum 7 years (with Secondary education) or 5 years (with University Degree) of progressively responsible HR and/or administrative experience is required at the national or international level.Prior experience with UN agencies or other international organizations is required.Experience in Enterprise Resource Planning (ERP) systems is required, in particularly Oracle Cloud applications and products is desirable.Knowledge of UN HR policies and their application in the employment life cycle.Knowledge of recruitment principles, policies and procedures and the ability to apply them to practical situations to secure quality candidates is desirable.Strong analytical skills, meticulous attention to detail and process orientationProven organizational skills and ability to take initiative, prioritize and deliver results.Ability to handle sensitive and confidential information. Strong collaboration and team skills with respect for diversity in all its forms.Fluency in English (written and spoken) and Bahasa Malaysia.Knowledge of another UN official working language is an asset.
