Background:

The OSCE Programme Office in Dushanbe promotes the implementation of OSCE principles and commitments, as well as the co-operation of the Republic of Tajikistan within the OSCE framework in all three dimensions. It is involved in a wide range of activities, ranging from counter-terrorism and border management projects to supporting cross-border markets and free economic zones, human rights, media development, and legal reform initiatives.


Tasks and Responsibilities:

The Human Resources Assistant is responsible for assistance in the HR administrative procedures with ExB project, for the Patrol Field Capacity Building of the Tajik Border Troops through promotion of Regional Co-operation.

Under the direct supervision of the Human Resources Officer and overall supervision of the Chief, Fund Administration Unit, the Human Resources Assistant will be tasked the following duties:

Assisting Human Resources Officer with processing requests for classification of ExB posts; keeps track of ExB posts duration, initiated posts extension upon instruction from the supervisor; Assisting in maintaining ExB project archives of the Human Resources Section; maintaining personnel related documentation in a proper filing system; maintaining the internal electronic Human Resources filing system, archiving/removing old personnel files and forms; maintaining the electronic job descriptions data base and archiving the old job description, provides staff and managers with hard/electronic copy of job descriptions upon request; maintaining organizational charts for the for all sections and departments; Assisting the HR Section with scheduling briefings and induction courses for the ExB project newcomers; assisting in briefing on Performance Management process, training on online Talent Management tool and e-Learning, keeps track of probation period for new staff; Maintaining records of annual leave, home leave, sick leave, hospitalisation and assignments for all ExB project staff and entering the information in ORACLE; Administering Special Service Agreements. Assisting ExB project members with clearance/check out procedure, making sure that separation is processed in accordance with OSCE Instructions; Performing other tasks as required.

Please note that this is an extra-budgetary post and initial appointment will be for one year. Further extension of the post is subject to availability of Extra-Budgetary funds.

Necessary Qualifications:

Secondary education supplemented by specialised studies in administration; Minimum 4 years work experience in administrative or HR functions with established organisational, communication and interpersonal skills; Excellent written and spoken communication skills in English, Russian and Tajik languages; Computer literate with practical experience with Microsoft applications; Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities; Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.

Remuneration Package:

Monthly remuneration, subject to social security deductions is 754.00 EUR. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
