The WHO Global Service Centre (GSC) provides administrative services to all staff and all WHO offices worldwide in respect of human resources, payroll, procurement, accounts payable and support of specific corporate IT applications. The aim of this Centre is to serve as the global platform for the swift and reliable delivery of a comprehensive array of products and services covering all these fields.
The Global Human Resources (GHR) team within the GSC focuses on the execution of HR services on a global scale with the aim to provide reliable, efficient, and consistent services as a one-stop-shop for all staff in WHO and partner agencies.
DESCRIPTION OF DUTIES
The incumbent leads an HR team in support of the delivery of HR services in the area of contract administration and advice to fixed-term and/or temporary staff members.The duties to be performed by the incumbent cover, but are not limited to the following: Establish overall objectives and priorities for the unit for the effective and client-oriented delivery of HR services in consultation with the Coordinator, HR Managers and other HR Specialists/ HR Officers in GHR.
Organize the workflow in the unit to ensure timely processing of all requests for contracts, entitlements and benefits.
Promote consistency and best practices in the interpretation and administration of staff entitlements and conditions of service contained in the Staff Regulations and Rules, WHO Manual, HR e-guide.
Provide expert advice to staff members on their entitlements and conditions of service.
Identify contraventions of the established rules and policies, the potential for appeals and the implications of alternative courses of action.
Formulate recommendations for exceptions to existing rules and policy based on on-going cases.- Liaise with other units and services to respond to queries from staff.
Provide statistics and reports on the team's activities as required.
Participate in working groups and special projects on HR issues and systems as required.
Perform other duties as required.
REQUIRED QUALIFICATIONS
Education
Essential: University degree from a recognized university with specialization in Human Resources Management, Public or Business Administration or any other related field.
Desirable: Advanced degree in any of the above fields.
Experience
Essential: Minimum five (5) years of work experience in HR management, including providing advice and support in an international organization and/or large corporation.
Supervisory experience, preferably in a large organization.
Desirable: Experience on entitlements in the UN Common System.
Field experience.
Skills
In-depth technical knowledge of the principles and concepts of human resources management.
Proven knowledge of human resource management principles and practices in a multicultural-environment, preferably including knowledge of WHO or UN entitlements and benefits- Good understanding of HR computerized information systems.
Ability to identify and analyse systemic issues formulate opinions and make conclusions and recommendations to resolve them.
Planning and organizational skills.
Ability to analyze issues and to present information in a clear and logical manner, both orally and in writing.
Excellent inter-personal and communication skills in a client-service context.
Tact and Discretion.

Essential: Expert knowledge of English.
Desirable: Intermediate knowledge of French.
REMUNERATION
WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 60,962 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2291 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
