Result of ServiceThe result of services is to support the Mitigation Branch and UNEP India Office in its efforts to accelerate efforts towards sustainable cooling in India, including delivery of a standardized urban cooling action plan methodology, urban heat mapping and support to cities to integrate heat resilience into planning and drive building level interventions to mitigate urban heat while mainstreaming sustainable cooling measures like nature based solutions. Development of knowledge products and enhanced capacity for various relevant departments of Government of India, state governments, public sector undertakings, cities, private players, academia and industry to accelerate uptake of sustainable cooling, urban planning interventions for extreme heat mitigation. Work LocationNew Delhi Expected duration18 months Duties and ResponsibilitiesA heat resilient urban planning expert is needed to perform tasks of a technical, organizational and analytical nature, as part of the Cities Unit of the Mitigation Branch, Climate Change Division, United Nations Environment Programme (UNEP). The consultant will technically support UNEP’s India Cooling Programme, specifically on scaling-up urban heat mapping and heat resilient urban design as part of a comprehensive approach to cooling and under the framework of the Cool Coalition. The position will require significant liaison with UNEP Asia-Pacific Office and UNEP Paris office. The consultant will be based in New Delhi, India. The consultant’s assignment is to provide technical expertise and organizational support for the development, establishment and dissemination of knowledge and best practices for long term urban planning interventions and passive cooling to mitigate urban heat/ urban heat island effects in cities of India. This has as objective to support the subnational governments in integrating short and long-term heat resilience and passive cooling measures into Heat and Cooling Action Plans, revisions to city masterplans and local policies. This support must also feed learnings into national level guidelines and capacity building programs, in coordination with NDMA, MoHUA and NIUA. The consultant will develop and refine knowledge products, tools, training materials, policy recommendations, communication pieces and draft recommendations for pilot city projects. The consultant will organize and technically support capacity building and coordinate with relevant local and international stakeholders to ensure high quality of outputs, support matchmaking of projects with partners and financiers to ensure the successful implementation of projects. The consultant will ensure timely delivery of work packages, outputs, and deliverables as outlined in the project work plan. The Cool Coalition is a global multi-stakeholder network that connects a wide range of key actors from government, cities, international organizations, businesses, finance, academia, and civil society groups to facilitate knowledge exchange, advocacy, and joint action towards a rapid global transition to efficient and climate-friendly cooling and heat resilience. The Secretariat of the Cool Coalition is based in UNEP. Qualifications/special skillsThe consultant should have post graduate qualifications in sustainable urban planning, architecture, landscape planning, civil engineering, building science, environmental studies, or equivalent expertise. A first level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A minimum of eight years in a relevant field of work, preferably with a focus on sustainable urban planning, urban heat mapping, GIS, passive cooling and green buildings. Expertise in technology, financing, policy and regulatory frameworks related to urban cooling is an advantage. Experience in engaging multiple stakeholders in project development and partnership building is essential. Experience in working with Ministries of Government of India, state governments, public sector undertakings, cities and international organisations is an asset. Qualifying years of experience are calculated following the receipt of the first level university degree recognized by the United Nations.
