Field of Expertise Requirements

Second-level university degree/certified training course in a relevant field desirable

Minimum 6 years of relevant, diversified and progressively responsible professional experience including at least 3 years at the management level relevant to the actual position.

Mandatory:

Second-level university degree in law, human rights, political science, international relations, public policy, or equivalent; Minimum 6 years of relevant, diversified and progressively responsible professional experience including at least 3 years at the management level relevant to the actual position; Experience in human rights programme development and political analysis, including the production of reports, verbal and written briefings; Demonstrable organizational, analytical, communication and interpersonal skills; Detailed understanding of both the human rights situation in Bosnia and Herzegovina, in particular its institutions and bodies (at all levels of government), and the overall political situation; Understanding of the work of the OSCE Mission in the human dimension; Ability and willingness to work as a team member and with people of different cultural and religious backgrounds and diverse political views while maintaining impartiality and objectivity with tact and diplomacy in dealing with both external persons and multinational staff; Excellent organizational skills, with ability to work under pressure, manage multiple tasks and process large amounts of information; Professional fluency in English with excellent communication (both oral and written) skills; Computer literate with practical experience using Microsoft applications.

Desirable:

Working knowledge of the local languages would be an asset.

Tasks and Responsibilities

Under the supervision of the Deputy Head, Human Dimension Department, should you be selected for the position, you will be the principal staff member responsible for the day to day management of the Human Rights Section of the Human Dimension Programme. You will be also responsible for providing advice to the Deputy Head and Head on matters related to programme design and implementation, planning and evaluation.


Should you be selected for the position, you will supervise the programmatic personnel within the Section so that their activities and projects are incorporated into the work of the field-based Human Dimension teams in the areas of supporting national human rights protection mechanisms, non-discrimination, economic and social rights and fundamental freedoms. You will interact closely with the other Heads of Section to ensure that cross-cutting issues are jointly identified and supported through the activities and analysis of the Section. Implementation, planning and evaluation is done through regular communication with both, Departmental Deputy Head and Head, and the Heads of Field Office to ensure that strategies for pursuing targeted and meaningful reform are identified and acted upon in a timely manner.

The successful candidate will be tasked with the following duties:

1. Managing the Human Rights Section comprised of 34 persons, dedicated to ensuring that relevant governmental institutions and legislation promote reforms aimed at ensuring access to human rights, tolerance and non-discrimination, social and economic rights and fundamental freedoms;

2. Overseeing ongoing legislative review and revisions, as well as monitoring and reporting on effective implementation of the country’s human dimension commitments;

3. Ensuring close contacts with relevant national human rights institutions, executive and legislative authorities, law enforcement, social protection workers and civil society groups engaged in the involved thematic areas;

4. Overseeing and co-ordinating the implementation of the capacity building activities and technical assistance provided to assist the Ministry of Human Rights and Refugees, judiciary, law enforcement officers, Ombudsman Institution, Roma communities and advocates, associations of social workers and social welfare centers;

5. Co-ordinating the Mission’s engagement within the framework of the Regional Housing Programme and wider efforts to promote implementation of Annex 7 to Dayton Peace Agreement;

6. Acting as Roma Action Focal Point of the Mission;

7. Providing support in the development and implementation of the project’s budget and human resources planning;

8. Assisting the Deputy Head and Head, Human Dimension Department with development and strategy formulation;

9. Liaising with international and domestic organizations active in the field of human rights and fundamental freedoms at the working level;

10. Integrating project evaluation and long-term impact assessment practices into all policy and project work;

11. Performing any other duties as assigned.
