BACKGROUND: Winrock is seeking candidates for a Grants and Procurement Manager to manage the grants, sub-contracts, and procurement processes of the USAID Improved Access to Safe Drinking Water in Liberia Activity. The USAID/Liberia-funded Activity will strengthen water sector governance, create scalable models for equitable water service delivery, and mobilize collaborative action to improve access to clean water services. The purpose of the project is to move Liberians in Montserrado and Margibi counties to a basic level of water services. ESSENTIAL RESPONSIBILITIES: Manages full Grants under Contract and Procurement processes Design and implement a comprehensive GUC monitoring and evaluation system Lead collation of data that measure progress, track effectiveness, and provide continuous assessment of grantee progress toward program targets and benchmarks Training field staff on GUC management, and build the capacity of grantees and subcontractors to ensure compliance to USAID and Winrock requirements Review solicitations and grant packages including technical and budget documents Ensure quality control and rigorous monitoring and evaluation, including review of all grantee and sub-contractor deliverables and invoices Support DCOP/Operations in drafting, review, and evaluation of RFPs and sub-contract applications for construction activities Coordinate with technical team to monitor construction and GUC activities on a regular basis Oversee administrative and financial implementation and monitoring of sub-contracts, ensuring compliance with USAID regulations Oversee project procurement process including development of RFPs/RFQs, evaluation of applications/quotes, and award of purchase orders/service agreements, including those for in-kind grants Ensure proper closeout of all grants and sub-contracts according to Winrock and USAID policy and regulations, including securing receipt of asset forms for in-kind grants QUALIFICATIONS AND REQURIEMENTS: Education: B.S. or equivalent university degree in development, business administration, or related field. Experience: The ideal candidate will have the following experience: At least 5 years of experience leading grants management of donor-funded programs (USAID experience strongly preferred) Experience managing small grants to local organizations and managing office staff Experience managing construction sub-contracts preferred Strong computer software skills in MS Excel and Word Experience/familiarity with the USAID procurement process Strong communication skills, both oral and written with fluency in English required Winrock is an equal opportunity employer.
