• Provide technical support for implementation of activities under Output (2.2) (2.3) (2.4) (3.2) (3.3) (3.5). 
  • Contribute to the technical and financial implementation of the GRASP matching grant component
  • Coordinate with and provide feedback to technical team for designing various grant delivery mechanisms

1. Partnership Grants

  • Conduct due diligence of potential grant partners in Sindh & Balochistan.
  • Lead the evaluation of grant proposals from potential partners for project implementation together with technical team 
  • Administration and management of grants’ requirements to GRASP partners in Sindh & Balochistan
  • Oversee if the partnership grants are implemented according to the operational and financial policies of ITC and meeting the donor compliance requirements
  • Contract management of grantees, oversee the deliverables as per the contract requirements and keep the team/partners informed about the deadlines
  • Lead, follow up and coordinate the timely closeout of partnership grant contracts
  • Establish and maintain reporting calendar for partners 
  • Oversee job of invoicing, accounting, reporting and other administrative functions to ensure successful execution of partnership grant process
  • Conduct training of partners on grant compliance, reporting requirements and other grants management issues
  • Conduct field verification and support visits to support the partners to meet the donor/ITC requirements 
  • Support technical team in donor reporting on partners’ grants  component including spending 
  • Work in close coordination with core partners and Geneva team for timely release of payments to the partners. 
  • Support the provincial lead in relationship management with grant partners
  • Represent ITC during review of the business proposals and financial documents received from the applicants and provide technical briefing to the PMU, HQ and stakeholders
  • Ensure that the partner organization is managing the matching grants process including assessment and supervision with due diligence, VFM and cost effectiveness
  • Work with M&E lead, Communication specialist and other team members for proper visibility and promotion of the matching grant scheme component
  • Support in screening and appraisal of grantee applications from concept note stage until evaluation stage. All due diligence checks should be in place including financial, accounting standards & practices, environmental protection etc.
  • Ensure grants compliance and due diligence for matching grants to SMES in Sindh and Balochistan.
  • Conduct field verification visits when required especially in case of grants mismanagement or complaints
  • Support the capacity building initiatives for grantees on grant management matters 
  • draft routine and non-routine correspondence ( on matching grant related activities and events only);  
  • revise and format draft documents related to matching grant output (project documents, reports, etc.),design/prepare matching grant-related documents for publication;  
  • assist in the preparation of papers and presentation involving data/information/statistics on the work of supervisor(s), including contributions to the administrative sections of final and progress reports on matching grants  
  • Field visits / missions to assess the grantees progress along with M&E team;  
  • perform any other duties assigned by Project Manager

  • Financial skills.
  • Very good understanding of Grants management processes.
  • Experience in working with government and private sector counterparts.
  • Knowledge SAP/ERP UMOJA.
  • A Master’s degree or higher related to finance (CFA, ACCA, CA etc.), business administration, economics, commerce with at least 7 years of experience   in managing donor funded, large scale grants program design and implementation 
  • English (Fluent), Urdu
  • Knowledge of local languages of Sindh and Balochistan. 
  • Strong computer literacy skills required in word processing, spread sheets, presentations etc.
  • Demonstrated successful interpersonal and team work skills 
  • Demonstrated ability to perform in a complex project environment with multi stakeholders and partners 
  • Knowledge of result based management
  • Knowledge of the UN system and procedures or experience of EU-related projects would be an asset 
  • Experience in Grants management and matching grants is an asset

Contract Duration: 12 months (with possibility of extension)
