ICMP is a treaty-based intergovernmental organization with Headquarters in The Hague, the Netherlands. Its mandate is to secure the cooperation of governments and others in locating missing persons from armed conflicts, human rights abuses, natural and man-made disasters. Position Background

ICMP provides sub-grants in the form of money and/or in-kind support to civil society organizations (CSOs) and individuals to implement activities that promote public engagement and data collection on the issue of missing persons. The main goal of the proposed assignment is to draft policies and materials that will ensure effective oversight of ICMP’s sub-granting process. This is a full-time position (40 hours per week) for two months, starting in February 2020.

Duties and Responsibilities:

  • Draft guidelines for the ICMP Headquarters to oversee missing persons sub-grants and ensure compliance with donor requirements
  • Create tools, including common performance indicators, to monitor the efficiency and effectiveness of sub-grants;
  • Draft a concept note and proposal templates to solicit additional resources for ICMP’s sub-grants;
  • Prepare lessons learned report on the implementation of ICMP’s sub-grant mechanisms.

Requirements

  • Degree in Business Administration, Management, International Relations, Public Administration, Economics or other relevant area;
  • Professional certification in Monitoring, Evaluation and Reporting is a strong asset;
  • Certification in PRINCE2, PMP or other similar project management certification is highly desirable;
  • Previous experience working within a multi donor funding structure and compliance requirements;
  • Understanding of the Syrian conflict and the region, as well as work experience related to Syria and the region is required;
  • Planning and organization skills with the ability to define goals and timelines, identify priorities and adjust work plans as necessary;
  • Excellent conceptual, documentation and presentation skills, including reporting;
  • Strong analytical and decision-making skills.

Additional Requirements

  • Excellent knowledge of English is essential, knowledge of Arabic is highly desirable;
  • Excellent knowledge of Microsoft applications, including Outlook, Word, Excel and Power Point;
  • Proven ability to interact positively with colleagues regardless of culture, nationality or gender;
  • Willingness to work flexible hours including weekends and evenings.
