This is an exciting opportunity to lead the strategic development of the programme development area of Durable Solutions and Self-Reliance. This includes setting direction for the implementation of the development area, piloting, evaluating, and coordinating the sharing of knowledge and expertise within NRC - at all levels in relation to the development area – in addition to managing associated resources and generating funding.

NRC is seeking a highly qualified Global Lead, Self-Reliance & Durable Solutions with documented previous experience leading scoping exercises, organisational change and learning Processes.   

What you will do: 

Some of your specific responsibilities include: 

Lead and coordination on the implementation of NRC’s 2022-2025 strategic sub-subjective on Self-Reliance and Durable Solutions.  Operationalisation and implementation of the sub-objective roadmap.  In cooperation with programme colleagues, start preparing and planning for a workshop with all Heads of Programmes for early 2025.  By end of 2024, roll-out of prototypes and operational work, and developing a close working relationship with regional and country offices to ensure the links to existing programmes are drawn, and that all documents are developed in consultation with programme teams on the ground.

What you will bring: 

Minimum 8 years of relevant leadership/management/adviser experience within the humanitarian field.  Extensive experience in programming in complex and volatile contexts.  Experience of strategic approaches to programme development.   Experience of leading scoping exercises and leading organisational change and learning processes.  Experience of programme quality assessments, programme development and delivery.  Experience in drafting and encouraging change management through implementation of policy/strategic guidance and developing practical tools and resources.   High level of understanding of organisational learning, and the role and contribution of M&E to evidencing impact.  High level of understanding of, and commitment to providing technical leadership and working collaboratively and supportively with colleagues both within the function and operationally, including capacity building.  Understanding of effective matrix management, including working with virtual teams, and providing technical supervision and support across multiple locations.  Credibility to represent NRC at a strategic level and contribute to global policy developments with key donors and stakeholders.  Evidenced experience of delivering learning and development as part of programme development and capacity building.  Fluency in English, both written and verbal. Fluency in Spanish or French is an additional plus.  Experience and knowledge of self-reliance and durable solutions principles and holistic programming approaches.  Developing and implementing transitional programming and/or development programming in protracted crises is a distinct advantage.  Understanding of and commitment to integrated programming approaches and market-based approaches is a distinct advantage.  

What we offer: 

Duty station: NRC Oslo, Berlin, London, or Brussels.    Contract: National contract, Fixed-term: 15th December 2023 - 31. August 2024; and additionally optional: part time during Sept/Oct to be agreed.     Salary/benefits: Grade 10 on NRC’s regional salary scale, with accompanying terms and conditions.  NRC is an equal opportunities employer.
