The Global Finance Adviser is part of a team of finance specialists based in NRC Head Office in Oslo, working globally providing expertise regarding financial management, policies, procedures, systems and tools. 

This position will be part of the Policy and Control Structures Unit – covering Head Office, Representative Offices and processes with an external focus, the Unit working closely with the Policy and Control Operations Unit which liaisons and follow-up regional and country offices. The Global Finance Advisers in the two Policy and Control Units all cover the generic responsibilities, with each Global Finance Adviser leading on delegated specific responsibilities and projects.

Generic Responsibilities of Global Finance Advisers

Policies, strategies and guiding documents:  Responsible for the development of policies and strategies related to financial management, risk management, budgeting and funds management.   System and tools development:  Responsible for the technical development of financial management systems, procedures and tools to ensure a leading role in the sector and accountability to donors and beneficiaries.  Capacity development and technical support:  Responsible for the provision of capacity development through seminars, trainings, coaching and support along the technical reporting lines to Head Office (HO), ROs and COs. Compliance, control and reporting:  Responsible for compliance monitoring related to the application of and follow-up on finance procedures, management and tools across the organisation. Negotiation, representation and networking:  Responsible for the representation of NRC at technical negotiations with donors related to financial systems, procedures and tools.  Data analysis and monitoring:  Responsible for providing analysis of financial data and development of recommendations to senior management.

More specifically

The precise split of the specific responsibilities will be determined (to an extent) based on the competence and experience of the selected candidates. There is also a rotation within the team on specific responsibilities, and the list below constitutes an initial summary of the major responsibilities and tasks involved.     

Responsible for coordination of the ECHO and US Government global donor audits including acting as main point of contact for the auditors, liaison with the regions on collation of documents and response to auditor queries, coordination of spot checks on documentation received and coordination of management response to audit findings. Focal point for External Relations department based in Head Office (department focussed on corporate and individual fundraising, public engagement and brand identity) – responsible for providing support on budgeting and monitoring of financial results including development and monitoring of appropriate metrics for measuring effectiveness of individual fundraising streams (ROI etc.). Responsible for elements of coordination of the NRC annual budgeting process as well as periodic forecasting process including communication around these processes, collation of consolidated budget reports, attending relevant meetings with budgetholders and providing challenges where relevant and identifying and implementing improvements to process where necessary. Responsible for providing financial management support to Regional and/or Country offices upon request, for shorter or longer assignments, in cases where it is not relevant to use the Global and/or Regional roving finance staff for this or these resources are not available (training of staff, implementation of tools and procedures, technical assistance, start-up/closing etc). Responsible for following up on financial aspects with certain donors in close cooperation with the relevant Institutional Partnership Advisers, including advocating for harmonisation and simplification across the sector and contributing to NRC financial procedures being in line with the rules and regulations of our main donors.

Qualifications 

Comprehensive educational background and working knowledge of concepts, practices and procedures in relation to accounting, financial controls, procedures, financial management and financial information systems.  Ideally minimum 3 years of relevant Manager/Adviser experience within financial management, preferably within the humanitarian field.  Professional knowledge and experience with Excel and ERP-systems (preferably Unit4 (Agresso)).  Experience in auditing and/or coordinating audits as auditee, particularly INGO donor audits is an advantage (with ECHO/US Government audit experience a particular advantage). Experience in working with fundraising departments (or comparable) on financial monitoring and analysis is an advantage. Strong numeracy and analytical skills.  Experience in guiding and training financial managers and controllers.  Large capacity for work and ability to cope under pressure.  Flexibility to handle changing priorities.  Able to work independently, run processes and deliver timely end-results of good quality.  The Norwegian Refugee Council (NRC) is an independent humanitarian organisation helping people forced to flee.
