The Global HR Operations Unit oversees and maintains NRC’s global HR policy and procedure framework across the areas of policy, duty of care, reward, employee relations and organisational design.   The unit is responsible for providing advice, guidance, systems and tools for managers and HR staff to support people centred, efficient and effective people management and HR practice within NRC’s country operations

This location of this role is flexible and there are opportunities for this position to be hosted on a national contract within an existing NRC location, subject to any legal or regulatory requirements.

Generic responsibilities 

Build effective HR Business Partner relationships, becoming a trusted advisor to stakeholders, influencing and guiding on relevant people priorities and initiatives, and support the delivering high quality HR operations advisory service. Partner with Regional Offices and key stakeholders to interpret, apply and contextualize global/operational HR policy and frameworks, supporting the development of local HR solutions and policy. Support on the review and development of policy across the Global HR team, working with with key stakeholders to provide consultation services and support on policy and proposal development and the monitoring and review in the implementation of changes. Ensure a strong focus on stakeholder consultation and embed principles of change management in the implementation of new and updated operational people policy, procedure and guidance. Act as a point of escalation for complex and high-risk cases relating to employee and critical incidents, providing advice and guidance on the management of complex employee and HR related issues to ensure business focused solutions and an appropriate balance of risk with due regard to duty of care. Support Regional Offices to build capacity of country HR focal points and people managers and support the continued focus to build HR as a strategic partner and to encourage line management ownership of people management responsibilities. Support on the development of compliance frameworks to measure implementation and quality assurance of HR minimum standards and policies across operational HR.  Lead/support on staff engagement, communication and satisfaction initiatives activities to support positive employer and employee relationships. 

Specific responsibilities 

Support on the development of compliance frameworks to measure implementation and quality assurance of HR minimum standards and policies across operational HR.  Provide/develop mechanisms for consultation and collaboration with Field Operations and people managers in the review and development of policy, tools and supporting systems for operational / thematic HR and people management Develop and maintain appropriate tools, template documentations and tracking tools Maintain a waiver registry on derogations to global HR standards and work with relevant stakeholders on identifying root causes and developing longer term solutions. Ensure continuous learning through forums to document and share lessons learned following complex employee cases, critical incidents or other significant HR related incidents.

Generic professional competencies: 

Documented experience of working in human resource management in a humanitarian/recovery context Experience of working in complex and volatile contexts with an international humanitarian organisation; Documented experience in “driving change” Ability to build rapport with and commitment from stakeholders across all levels within an organisation;  Documented/proven results related to the position’s responsibilities; Knowledge about own leadership skills/profile; Fluency in English, both written and verbal. Knowledge of Arabic and/or French is an added advantage.

Knowledge and experience of working with varied and complex labour laws Knowledge of fundamental HR and Employee Relations principles
