Background - WFP Palestine

Socioeconomic conditions in the State of Palestine have deteriorated and a protracted protection and humanitarian crisis has undermined the food security of millions of Palestinians. WFP Palestine’s Country Strategic Plan 2023–2028 addresses the needs of Palestinian communities through a humanitarian‑development–peace nexus approach, responding to immediate humanitarian needs and simultaneously addressing longstanding socioeconomic vulnerability.

While food assistance, through cash-based transfers and in-kind food to meet essential needs, remains WFP’s largest activity, livelihood and resilience building interventions complement humanitarian assistance to address issues of poverty and poor labour-force participation and to strengthen resistance to shocks. Nutrition integration is integrated throughout the programme, to address immediate and underlying causes of micronutrient deficiencies. WFP Palestine has demonstrated longstanding commitment and contribution to the strengthening of capacity at the national level, through strategic partnerships with various government line ministries, to enhance the consideration of food security, shock-responsiveness and nutrition-sensitivity in national systems, programmes, policies and plans.

ORGANIZATIONAL CONTEXT

These jobs are found in offices throughout the Gaza Strip and report to Programme Officers.
Job holders are responsible for the completion of a range of specialized and/or standardized processes and activities requiring some interpretation of standard guidelines and practices. Job holders are able to recommend a course of action to staff at various levels and may allocate tasks to other support staff. They work under minimum supervision, perform basic analyses and compile reports to support information consistency and smooth implementation of programmes/projects.

JOB PURPOSE

To perform specialized and/or standardized policy and programme-related processes and activities to support the effective delivery of assistance packages.

KEY ACCOUNTABILITIES (not all-inclusive)

Perform specialized and/or standardized processes and activities within the specific technical area of work supporting alignment with wider programme policies and guidelines. These include, but are not limited to: general food assistance, nutrition programming, hot meals activities, early recovery and resilience programming, accountability to affected populations, volunteer outreach, bakery support, retail cash-based transfer support, cargo dispatch planning and tracking, monitoring, and information management. Provide project management and/or general office support following established targets and WFP’s policies and procedures. Within the specific area of responsibility, compile data and support analysis and preparation of reports (e.g. food assistance needs, resource utilization, programme status, performance) to support operational decision-making. Work and exchange information with internal counterparts to support effective collaboration, implementation and monitoring of ongoing project activities. Support communication and activities with local partners, agencies, NGOs and government institutions. Act as a point of contact for resolution of general operational queries requesting assistance where necessary. Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy needed resources to affected areas at the onset of the crisis. Support on any other business as required.

STANDARD MINIMUM QUALIFICATIONS

Education: Bachelor’s degree in Business Administration, accounting or any relevant field of study. Advanced degree is an asset.

Language: Proficiency in English and Arabic both oral and written.

OTHER SPECIFIC JOB REQUIREMENTS

At least 5 years of experience working in the field of Programme implementation and management. Good Working experience with Government and various other sectors. Good Working experience with people at the community level. Knowledge of geographical areas. Experience supporting the implementation and the monitoring of programmes and activities.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

Strong organizational skills, time -management and ability to carry out multiple tasks successfully. Solid-interpersonal and communication skills. Ability to communicate easily with technical teams (e.g. nutrition, monitoring and evaluation etc.). Ability to contribute to the implementation of programmes.
