I. MSF INTERNATIONAL

Médecins Sans Frontières (MSF) is an international, independent, medical humanitarian organisation that delivers emergency aid to people affected by armed conflict, epidemics, healthcare exclusion and natural disasters. MSF offers assistance to people based only on need and irrespective of race, religion, gender or political affiliation. MSF International is the legal entity that binds MSF’s 24 sections, 25 associations and other offices together. Registered in Switzerland, MSF International provides coordination, information and support to the MSF Movement, as well as implements international projects and initiatives as requested.

II. POSITION BACKGROUND

MSF operational independence is enabled by our financial independence; 98 per cent of our funding comes from private sources, most of it donated by engaged individuals giving small amounts. In 2022, MSF had a private income of 2,161 million euros raised. There are now 40 fundraising markets in MSF. In line with its governance, MSF’s fundraising structure is highly decentralised, and the fundraising objectives and strategies implemented in the different MSF fundraising markets are developed and decided by the national fundraising teams and/ or initiatives. A Global Private Fundraising Framework (GPS), collaboratively developed, provides strategic guidance to MSF sections/ offices and defines the main strategic fundraising priorities. Currently, MSF is working on its new framework starting 2024 (“GPS 3.0”).

To ensure excellent intersectional coordination, strategy setting and timely decision-making on international issues, MSF works with international functional platforms. The International Fundraising Coordinator is the Chair of the Fundraising platform (DirFund), representing the national fundraising teams. The DirFund is furthermore composed of 5 elected fundraising directors from different countries and leads the process of development and implementation of the GPS. The DirFund as well as the wider fundraising community (approx. 1,000 colleagues) is supported by a small yet growing International Fundraising Team at the International Office (FR-IO) which currently covers the following main areas of work: Coordination, Capacity Building, Fundraising Analysis, Digital Engagement, and now also Quality, Process and Project Management.

The Capacity Building Manager (CBM), who the Capacity Building Senior Officer (CBO) reports to, is developing a capacity building strategy and ecosystem that aims at capitalizing the MSF’s collective intelligence by creating a collaborative and learning community of fundraisers who support, inspire and empower one another. It has 4 pillars: MSF induction, knowledge-sharing, peer to peer support, and innovation, which are being deployed through different programs and tools like: A digital collaborative platform, 12 Communities of Practice, a Mentoring Program, a Peer Review Program, etc. The strategy counts on the engagement and active participation of fundraisers from the network (communities of practice sponsors, Pamoja ambassadors, media database focal points, mentors, reviewers, etc.). The capacity building programs will develop over time as they respond to the strategic objectives defined in the GPS, as well as the needs of the fundraising teams in the network.

The CBO is part of the FR-IO. They report to the Fundraising Capacity Building Manager (CBM) and are the functional manager of the CoP (Communities of practice) lead members (sponsors and co-sponsors), Pamoja ambassadors and media database focal points.
