Organizational Setting

Cambodia has one of the largest freshwater fisheries in the world, significantly contributing to the food security and livelihoods of its people. Fish accounts for 76 percent of households’ animal protein intake and is the second most consumed food after rice, with an average consumption of 52.4 kg per person per year. As the most available and cheapest form of animal protein, fishing is an important safety net for vulnerable households. 
However, Cambodian fisheries face sustainability challenges from illegal fishing, excessive fishing capacity, habitat destruction, and climate change. To address these issues, the European Union (EU) in collaboration with the Fisheries Administration, the Ministry of Agriculture, Forestry and Fisheries (FiA/MAFF) launched the Cambodia Programme for Sustainable and Inclusive Growth in the Fisheries Sector (CAPFISH). This programme focuses on aquaculture and capture fisheries, aiming to support social and economic development, food security, and poverty reduction. The CAPFISH-Capture component supports the Royal Government of Cambodia's long-term goals for social and economic development, food security, and poverty reduction, as outlined in the Deep Fisheries Reforms and the National Strategic Development Plan. 
FAO is currently providing technical support to CAPFISH-Capture in collaboration with line ministries and relevant institutions at national and sub-national levels particularly Fisheries Administration cantonments to improve fisheries conservation, management and compliance with fisheries laws and regulations including National Plan of Action to prevent, deter and eliminate Illegal, Unreported and Unregulated Marines Fishing (NPOA-IUU) in the inland and marine domain as well as improving resilience of the fishing communities of the Tonle Sap and coastal areas.


Reporting Lines

The Fisheries Technical Advisor reports to the FAO Representative (FAOR) in Cambodia and will work in close coordination with the Assistant FAO Representatives (AFAOR) for Programme and Administration and the technical supervision of the Lead Technical Officer (LTO) at the FAO Regional Office for Asia and the Pacific (RAP), the incumbent will work in close collaboration with the national authorities in Cambodia, the FAO Country Office, other international and national consultants and will be responsible for the following tasks:


Technical Focus 

The technical focus of this position combines functional expertise in project management with technical advisory expertise in fisheries development. The advisor will be responsible for overall project implementation and the proper use of the project’s financial, human, and other resources. 

The Fisheries Technical Advisor will ensure the technical impact and coherence of the project including providing technical advisory support.


Tasks and responsibilities

•    Provide high level technical advice and support to FiA on a broad range of inland and marine fisheries topics.
•    Act as policy advisor to the Director General of FiA, and provides technical advice and hands-on capacity building support to government counterparts and other fisheries stakeholders;
•    Manage the implementation of the FAO-CAPFISH project activities and manages national project personnel, in consultation with FiA and in accordance with the project document and annual work plans approved by the Project Steering Committee (PSC) and in compliance with FAO procedures and EU requirements.
•    Ensure coordination and complementarity between the FAO-CAPFISH project work plan and the Budgetary Support component of the CAPFISH-Capture Fisheries Programme including incorporation into the broader Fishery Annual Work plan and cross-sectoral strategies and plans;
•    Ensure effective coordination among various stakeholders for the effective implementation of the project
•    Ensure implementation of the EU Visibility Guidelines and oversees the preparation and implementation of the project's communication plan.
•    Ensure the implementation of the gender strategy and action plan;
•    Supervise and evaluates the performance of the service providers, consultancies and project staff that shall be retained for specific activities under the responsibility of the Project Implementation Unit (PIU) and edits technical outputs associated with the FAO-CAPFISH project;
•    With the Operations Team, compile and submit detailed project reports to each meeting of the PSC and a comprehensive six-monthly report to FAO, and EU;
•    Document best practices, lessons learned, and case studies to inform future projects and policies;
•    Submit an end of assignment report highlighting tasks undertaken and progress achieved;
•    Perform any other relevant duties as required.


CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING


Minimum Requirements

•    Advanced university degree in fisheries economics, fisheries management, marine biology or freshwater zoology, marine affairs and policy, or other related fields. 
•    At least twelve years of relevant experience in project management and capacity building in areas such as fisheries management and policies, fisheries information systems, or gender-sensitive participatory and community-based approaches to fisheries development;
•    Working knowledge ( level C) of English and limited knowledge ( level B) of another FAO official language (Arabic, Chinese, French, Russian or Spanish).

Technical/Functional Skills 

•    Work experience in more than one location or area of work, particularly in field positions.
•    Extent of relevance of experience in planning and implementation of large-scale complex projects/programmes in developing countries related to agriculture development; 
•    Extent and relevance of experience in managing the implementation of large-scale projects/programmes, including in-depth knowledge of related administrative, operational and financial procedures; 
•    Level of experience working with governments, international organizations/resource partners, NGOS and the private sector, including project implementation by operational partners;
•    Excellent culturally aware interpersonal skills with experience in networking with partners at all levels (ministry, donors, private sector, NGOs and local community-based organizations); 
•    Extent of experience promoting inclusive project implementation at all levels of the project, including recruiting and leading an inclusive project team;
•    Experience in the preparation of technical and policy reports, guidelines and manuals; Proven capacity to work in challenging locations;
•    Ability to mobilize resources.


Selection Criteria
 
•    Highly desirable: Experience in several of the subject areas covered by the project: fisheries legislation, MCS, fisheries habitats, IT, and fisheries research; work experience in Cambodia or a neighbouring country, experience with freshwater and marine fisheries; experience working with local service providers
