FHI 360 is a non-profit human development organization dedicated to improving lives in lasting ways by advancing integrated, locally driven solutions. FHI 360 is seeking a Finance Officer for its Alive & Thrive UNICEF-funded Strengthening Community-based engagement (CBE) for improved MIYCN and improved MCH services and nutritional care for Low Birth Weight (LBW) babies projects, which currently run through April 2024 and March 2024 respectively.

Job Summary:

Finance Officer for the UNCIEF CBE and LBW projects will be responsible for performing accounts receivable and payable functions, conducting audits, and tax preparation to support finance activities using DPA, GFAS and any other applicable organizational systems and software. He/she reviews and verifies records, prepares invoices and vouchers, reviews ledger and general journal entries and/or balances accounts payable and accounts receivable records. The Finance Officer will also generate reports, conduct specialized projects and respond to inquiries as required, as well as ensure that expenditures are in compliance with FHI 360 and applicable donor policies and regulations. The Finance Officer will work closely with the Alive & Thrive (A&T) Senior Finance Manager and Senior Manager, Contracts and Field Operations based in Dhaka. This position reports to the A&T Senior Finance Manager

Responsibilities:

  • Maintains proper documentation for all office and A&T project expenditures.
  • Supports financial management activities within FHI 360 systems in collaboration with A&T Bangladesh F&A team and performs relevant duties for their role as assigned in DPA and GFAS.
  • Liaises with vendors and other service providers and ensures that invoices are verified and submitted on a timely basis.
  • Processes and tracks invoices, payroll and sales tax, and vendor information for accuracy and completeness.
  • Enters and reviews accounts payable requests to generate, print and distribute payments based on established policies and procedures.
  • Prepares and maintains accounting/tax forms and reconciles sub-ledger accounts.
  • Performs clerical activities and serves as backup to the first level accountant.
  • Provides input to and supports the Finance and Operation Managers in the preparation of project budgets for Bangladesh.
  • Performs other activities as assigned.

      Supervision Given/Received:

      • Has no supervisory responsibility.
      • Receives instructions on new assignments.
      • Typically reports to Finance Manager.

        Education and Experience:

        • Graduation or Post-graduation in accounting or relevant field.
        • 5 - 8 Years of progressively responsible accounting, finance and operational management, and experience in a government contracting environment.
        • Practical experience of working with NAV 2017 and DPA is required.
        • Knowledge of U.S. Government and other international donor grants, contracting and auditing standards as they apply to effective management of multi-year funds.
        • Articulate, professional, and able to communicate in a clear, positive manner with client and staff.
        • Must be able to read, write and speak fluent English.
        • Prior experience in a non-governmental organization (NGO), government or private sector experience preferred.
        • Legally authorized to work in Bangladesh
