Background 

The Norwegian Refugee Council has been present in Ukraine since 2014, helping more than 700,000 people with food, shelter, water, sanitation, and legal assistance. Rapid change of situation in February 2022 during which whole Ukraine became affected by the conflict required significant scale-up of emergency programmes. 

In response to the large-scale of displacement of refugees fleeing Ukraine, NRC is in the process of setting up humanitarian operations for refugees arriving in Poland, Romania and Moldova. NRC will respond, focusing on an integrated approach that combines our sectoral areas of expertise – education, protection, urban displacement outside camps, legal aid (ICLA) and shelter – working to a great extent through local partners. 

Under the supervision of the Finance Manager, the Finance Coordinator will be responsible for managing NRC Poland’s financial operations, which will include supporting in ensuring that NRC Poland Mission consistently complies with all the legal regulations, financial requirements and humanitarian standards set by NRC and its donor partners.

Generic Responsibilities;

Ensure that country set up adhere to Financial Handbook, NRC policies, donor and auditor requirements Implement NRC’s financial systems, routines and procedures Maintain overall budget control and monitor cash flows Management of financial team Training of line managers and staff with financial responsibilities Provide regular analysis and reports Implement anti-corruption policy Promote the rights of IDPs/returnees in line with the advocacy strategy

Specific Responsibilities;

Quality Assurance and Audit

Design and deliver the training action plans informed by audit reports and financial reviews. Undertake regular systems reviews and conduct follow up on the job training for NRC offices Review all NRC Poland monthly financial vouchers and provide a report for completeness and compliance with the NRC Poland mission policies, plans and procedures. Ascertain the extent of compliance with the NRC Poland mission policies, plans and procedures. Provide internal review reports, which highlight internal controls weaknesses and include recommendations for appropriate action. Assist management in updating operations manual to ensure adequate internal controls and internal checks. Identify any areas of risk exposure to the mission, discuss with Finance Manager and address the risks identified. Act as the focal point for external audits, provide necessary documents required and responding to management letters.

Grant Compliance on Implementing Partners

Provide program staff and implementing partners’ guidance/reference on sub-grant utility, reporting and accountability requirements. Conduct pre-award workshops for identified prospective Implementing Partners. Checking and verifying Implementing Partners reports and supporting documentation

Other duties

Assist with any other duties assigned by the Regional Finance Director and the CD, as and when required.

Qualifications;

University degree in Accounting and Finance Minimum of 2 year’ relevant work experience in INGO or UN with practical experience hosting and working with external auditors - preferred Good communication and coordination skills Good ability to plan for different sets of scenarios in relation to external and internal audits Excellent project management, accounting and expenditure verification attention to detail Understanding of issues in complex emergencies and crisis contexts Ability to work with stress and under high time and other pressure Excellent ability to work independently with very limited supervision Ability and willingness to work and live under difficult circumstances Very good fluency in the English language, both written and verbal Native or native-like Polish language speaker Excellent working knowledge of Excel and standard accounting packages Willingness to travel to all areas of the country where the programme is implemented, on a regular basis Flexible and creative
