We are currently seeking qualified candidates for the position of Finance Assistant for USAID End Tuberculosis Tajikistan Activity. The position will be based in Dushanbe, Tajikistan.

Project Background

The End Tuberculosis (TB) Tajikistan Activity is based in Dushanbe, Tajikistan, and is funded by the United States Agency for International Development (USAID) to advance evidence-based solutions to increase early TB detection, improve treatment access and cure, and halt the cycle of transmission to prevent TB and drug-resistant TB. To achieve these overarching aims, the USAID End Tuberculosis Tajikistan Activity will implement a locally-led people and community-centered care model to reach every person with TB, enhanced by digital technology and strategic innovations to improve TB systems and services. This five-year activity will reach all health system levels to support the Government of Tajikistan’s goal to end TB.

Position Summary

Under the supervision of the Finance and Operation Manager, the Finance Assistant will support the Finance and Operations Manager in all financial management of the project. S/he will provide support in areas of financial management, accounting and record keeping within the project and ensure that all functions under the implementing partners are conducted in an efficient manner and in compliance with USAID and FHI360 policies, procedures and regulations. The position requires close collaboration with other operations staff within project and the FHI 360 Tajikistan branch office to ensure application of FHI 360 and USAID regulations, policies and practices.

Key Responsibilities

  • Assist the Finance and Operations Manager with overarching project financial management tasks.

  • Check all supporting documentation for bank payments (checking the supporting documents for invoices, acceptance certificates, bids, etc);

  • Prepare vouchers for bank payments in online banking system: payments, conversion, cash deposits, etc.;

  • Ensure timely process and payments to all statutory payments as per law of the land and FHI 360 policies and procedures.

  • Assist in financial reconciliations with respect to bank, balance sheet, vendors, inventory, etc.

  • Ensure accurate record keeping of the financial documentations and filing of payment vouchers, supporting documentations, workshop, and travel retirements.

  • Perform other relevant duties as assigned by the Finance and Operations Manager.

    Minimum Requirements

    • Bachelor’s Degree in Finance, Accounting and Business Administration with 3 relevant years of experience. CPA, ACA or any other relevant professional qualification is desirable.

    • Minimum of 3 years’ experience in financial management, accounting, Budgeting and Forecasting, Financial Reporting and Analysis or other relevant experience.

    • Ability to work closely with other operations staff in Tajikistan as well as Regional Office for efficient financial management.

    • Good analytical, numerical and problem-solving skills.

    • Proven proactive skills in identifying cost savings, cost avoidance and efficiency opportunities.

    • Familiarity with or knowledge of USAID-funded projects, policies and procedures.

    • Familiarity with Tajikistan local legislations.

    • Cultural sensitivity and sound understanding of the needs of key and vulnerable populations.

    • Proficiency in Microsoft Office applications such as MS Word, Excel, PowerPoint.

    • Ability to interpret financial and other quantitative information and reports.

    • Good report writing and documentation skills.

    • Ability to manage tight deadlines and deliver high volumes of work with minimal supervision.

    • Ability to work collaboratively, productively and sensitively within a multidiscipline, multicultural and multigender environment.

    • Fluency in English and Tajik is required;

    • Position open to Tajik nationals or individuals who have the legal authority to work in Tajikistan
