Standard Job DescriptionFinance Assistant Organizational Setting and Work Relationships The Finance Assistant is normally supervised by an Admin or Finance Officer who defines work objectives and provides regular advice and guidance. The incumbent¿s workload and the assignments will remain under constant scrutiny and direction of the supervisor. The incumbent also refers to UNHCR Manuals and relevant policy papers on financial issues. The incumbent assists with the processing of financial transactions. S/he keeps frequent contact with staff at various levels in the office and with bank officials and suppliers to exchange information. All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCR¿s core values of professionalism, integrity and respect for diversity. Duties - Financial transactions and reconciliations are processed in line with relevant policies and procedures. - Assist newly arriving or departing international staff members on opening/closing bank account; process their entitlement upon assignment. - Compile and verify budget and accounting data by checking files, calculating expenditure and estimating projections. - Issue PO and non-PO vouchers including monthly salaries of UNHCR staff, daily subsistence allowance to staff going on official missions, cost of air-tickets, requisitions of goods and services based on agreements with the suppliers, office running common cost, rental and salary advances, lease agreements of UNHCR offices, etc. - Process on-line bank transfers ensuring that bank accounts of staff and suppliers are complete. - Liaise with other functional units who work closely with Finance Unit on relevant issues. - If applicable, may be required to assist in the preparation of the VAT refund submissions and monitoring of the reimbursable amounts. - Maintain efficient and timely archiving system of physical and electronic files to ensure that all documents are accounted for. - May be assigned as the custodian of the office petty-cash. - Draft routine correspondence. - Verify that the financial transactions are correct and in accordance with UNHCR rules and procedures. - Perform other related duties as required. Minimum Qualifications Years of Experience / Degree Level For G4 - 1 year relevant experience with High School Diploma; or Bachelor or equivalent or higher Field(s) of Education Not applicable. Desired Candidate ProfileLiving and Working Conditions:
Greece has been one of the main entry points of refugees wishing to reach the EU. UNHCR has supported - and will continue doing so - the Government, which leads the refugee response working closely with the EU, state and municipal actors, UN agencies, international and local NGOs, refugees, local communities. While Greece is still considered a transit country, it has also become a country of asylum. UNHCR estimates that some 70,000-80,000 refugees, including those with subsidiary and temporary protection status, are currently living in Greece, in addition to some 30,000 asylum-seekers. While most refugees and asylum-seekers are in the mainland, living in and outside camps, there are currently over 4,500 in the islands. The large majority of the latter live in camps. UNHCR Greece is focused on a protection-driven approach around two pillars: 1. access to international protection and 2. durable solutions with a focus on integration. UNHCR uses a mix of operational engagement, CB protection efforts, expert advice provision to the Government, monitoring and improved data collection, targeted interventions and advocacy, aiming to support Greece in fulfilling its obligations to provide protection and solutions to persons in need of international protection. Child protection, prevention of sexual and gender-based violence and sexual exploitation and abuse, and institutional capacity strengthening in these areas will continue to be priority, in line with the Office’s age, gender and diversity mainstreaming approach. In doing so, UNHCR seeks to build on the strengths and capacities of refugees, working together and in consultation with them.

Nature of Position:
The advertised position is embedded in the Finance Unit of the Country Office of the Greece Operation and its incumbent is expected to demonstrate maturity, undertake tasks with diplomacy and confidentiality due to the close cooperation with workforce on an array of finance related matters, Ministries, as well as suppliers.

Desired Candidate Profile:
The Finance Assistant will support the Finance Unit in tasks primarily related to the Value Added Tax (VAT) exemption process in liaison with their Supervisor:
- process invoices for VAT exemption in accordance with the applicable policies and regulations
- undertake the necessary steps for the recovery of VAT remitted to suppliers
- undertake direct communication (by telephone and/or e-mail) with Sections/Units/ Offices within the Greece Operation and suppliers
- process payments
- prepare draft correspondence and reports on VAT
- other tasks as required.

The incumbent assists the Supervisor in all administrative matters addressing day to day financial tasks and contributing to deliver assigned finance support activities. S/he will contribute to establish and maintain efficient financial control mechanisms to ensure compliance with UN administrative, financial resources rules and procedures, and draft reports on VAT standing to facilitate recoveries and write off, as applicable.

Essential Qualifications:
- Accounting licence, as this is a technical position related to preparing financial statements on VAT and liaising with suppliers and their accountants on recoveries thereof
- Fluent Greek and English (spoken and written)
- Good knowledge of excel functions and RBM software

This is a temporary appointment until 31/12/2023.
