BACKGROUND:

The U.S. Agency for International Development (USAID)-funded Fight Slavery and Trafficking in Persons (FSTIP) Activity in Bangladesh is a five-year project implemented by Winrock International. The overall objective of the FSTIP Activity is to reduce vulnerability to human trafficking, child early forced marriage and unions, and support human rights.

The goal of FSTIP is to: 

Enhance the systems, capacities, and sustainability of justice sector actors and institutions. Prevent human rights violations and increase awareness of trafficking in persons (TIP) and child, early, and forced marriage and unions (CEFMU); and Strengthen the protection of TIP and CEFMU victims.

This is a local/national position and is not eligible for international allowances or relocation allowances. 

 

POSITION SUMMARY:

The Finance and Operations Officer will allocate his/her time to operations for general administrative and procurement work. The remainder of his/her time will be dedicated to assisting the finance team with invoice review, finance entry in Quickbooks accounting software, vendor VAT and tax calculation, tax reporting to NBR, inventory management, assisting with audits, and support for month-end financial reporting.

The Finance and Operations Officer will sit on the Senior Finance and Administration Manager’s team, which is responsible for procurement, human resources, office management, administration, and logistics to ensure that the operations and administration of the project are carried out in compliance with Winrock and donor rules and regulations.  

ESSENTIAL RESPONSIBILITIES:

Administration: Assists operations team with administrative tasks. If required, maintain physical presence in the meeting place in Dhaka and outside Dhaka. Closely work with the Procurement Manager to ensure quality procurement and services. Grants and Partner Monitoring: Review monthly partner NGO’s financial reports and check invoices to ensure compliance with USAID and Winrock rules and regulations. Conduct regular grant review visits as part of strengthening partner NGO capacity. Assist partner NGOs in developing and revising funding proposals, budgets, and donor reports as required. Regularly monitor subgrant expenditures vs. approved budget to maintain internal controls and ensure compliance with USAID regulations and specific terms and conditions of the grant.  Finance: The Finance and Operations Officer will assist in implementing and maintaining in-country financial policies, procedures, forms, and record maintenance systems that adhere to Winrock International and USAID standards and requirements. Assist finance team to prepare soft copy of the monthly financial report. Ensure all supporting receipts are translated into English, compile and prepare for submission of the financial report with all necessary documents. Prepare reports of all accounting records in accordance with audit standards (USAID and local), and oversee on-site work with auditors, as appropriate.  Tax and VAT:  Act as focal point for tax and VAT of NBR Ensure that all vendor requests for applications and/or purchase orders are as per NBR tax and VAT policy. Ensure VAT reporting for USAID and proper use of VAT coupon. Ensure monthly tax and VAT reporting to NBR. Ensure capacity building activities in relation to tax and VAT to all project’s staffs.

QUALIFICATIONS:

 Education:     Bachelor’s degree in business administration/accounting/finance or related field. CACC preferred. Work Experience:    Minimum four years of relevant work experience in finance and/or operations for international development organizations Work experience with US government-funded projects preferred.  Demonstrated general administration and finance experience. Skills/Knowledge: Fluency in English and Bangla required. Strong oral and written communication skills Strong interpersonal skills and ability to work in teams and in a multi-cultural environment. Knowledge of GOB tax and VAT policies Demonstrated attention to detail and able to multi-task to meet deadlines. Computer literacy in word processing, spreadsheets, accounting (QuickBooks), and presentation software (Microsoft) required Other:  Willing to travel frequently to project areas.
