Vice-Presidency Context

The Budget, Performance Review, and Strategic Planning Vice Presidency (BPS) is organized into three Departments: BPS Strategic Planning (BPSSP) with teams supporting the corporate strategic business and budget planning process; BPS Operations Units (BPSOU) with teams supporting Practice Groups and Regions; and BPS Corporate Units (BPSCU) with teams supporting corporate units, providing capital budget support, and providing BPS systems, knowledge, and shared services.

BPS’ service delivery model has three core roles:  (1) Business Partners (serving clients directly with focus on decision support and performance oversight);  (2) Centers of Expertise (providing thought-leadership and analytics, designing business finance policies, practices and systems, and coordinating knowledge management); and (3) Service Center (managing delivery of high volume and transactional and reporting services across Bank, including help desk support to clients).

Unit Context: 

Hiring Unit Context
BPS is now seeking to fill the position of recruiting a Finance Analyst for the following unit:

BPSSE: The vacant position is to support the work program of the Sustainable Development Practice Group and Europe and Central Asia Region (BPSSE), with a combined budget of approximately $546 million. 
The selected candidate will be positioned in the Tajikistan country office (ECCTJ) within the Central Asia Country Management Unit.

As with all BPS staff, Finance Analyst is expected to be fungible and able to work across different assignments over time depending on business needs and professional development objectives.  Specific work assignments are articulated in annual objectives prior to the start of each fiscal year.

Duties and Responsibilities:

The Finance Analyst is expected to be innovative and deliver quality work, striking a balance between technical excellence and client focus. The incumbent must have strong teamwork within and outside the unit, and the ability to work independently on projects with other members of the broader team.  Initiative and excellent communications skills, both written and verbal, and interpersonal skills are a must.

Selection Criteria

• Minimum Education:  Relevant Bachelor’s degree (e.g., Accounting, Business, Finance).
• Minimum Years of Relevant Experience:  2 years of experience in a relevant field, e.g. accounting, finance, business.
• Track record of supporting business decision making through the provision of relevant analytics.
• Excellent communications skills (written and oral) and people oriented. 
• Experience with relevant business areas from both in and outside the bank is not a must but will be helpful.
• Experience with business process analysis and design will be desirable.
• The incumbent should be fluent in English.
• Advanced working knowledge of Bank budget/finance systems and reports, particularly SAP, BW/AO, and BPC, and/or demonstrated experience with major systems for financial/budget management.
• Familiarity with the fundamentals of Business Process Management and Data Governance.

• Financial Strategy - Understands what impacts the strength and integrity of the entity's income statement and balance sheet, and the Bank's lending products and basic pricing structures.
• Tasks and Workflow Management - Has excellent workflow management and task organization skills; able to take responsibility for all aspects of coordination of the workflow of assigned responsibilities.
