Context:

Under the overall supervision the Deputy Chief of Mission (DCoM), and direct supervision of the Protection Coordinator of the International Organization for Migration (IOM) Cox’s Bazar, the incumbent will be responsible for managing and overseeing the work of the Protection field teams in refugee camps and host community areas, including strengthening and developing ongoing activities, and expanding the existing programme of work as part of the Rohingya humanitarian response.

Core Functions / Responsibilities:

  1. Manage the protection field programming in Ukhia and Teknaf, including staff supervision, coordination between thematical areas of General Protection, Child Protection, Gender-Based Violence (GBV) and Counter-Trafficking, activity implementation, emergency preparedness and disaster response, project development and reporting, and donor liaison to name a few key areas.

  2. Serve as the Field Protection Coordinator for IOM’s camps through consistent field presence, by leading and monitoring operationally and technically the protection field teams, work in community-based protection, protection monitoring and protection mainstreaming in addition to supporting their reporting functions.

  3. Facilitate communication between all IOM Protection staff, Consultants, and Volunteers to ensure that critical information is directed accordingly, and to improve strategy, address operational problems by offering alternatives, and ensure relevant and effective implementation of the Protection programme.

  4. Guide the Protection Field Specialists as they lead the protection field teams by, for example, organizing and assisting the teams in achieving their tasks; representing IOM Protection at camp-level meetings and events; collaborating with IOM staff, the United Nations High Commissioner for Refugees (UNHCR), Non-Governmental Organisations (NGOs), government officials, and other external partners on protection matters, and promoting and applying global protection and IOM standards and procedures.

  5. Collaborate with other sectors, including Site Management, Site Development, Health, Water, Sanitation and Hygiene (WASH), Shelter/ Non-Food Item (NFI) within and external of IOM on joint programming and coordinated activities in and outside of camp settings, particularly to mitigate protection risks and threats, and support disaster preparedness and response.

  6. Contribute to the Unit’s project development and reporting efforts by providing substantive content, and strengthen the monitoring and evaluation system, to ensure effective implementation of protection activities in the camps and accountability to affected populations, and linking existing complaint feedback mechanisms.

  7. Build capacities or enhance existing ones among colleagues on IOM protection commitments as well as international protection standards and tools (IOM’s Principles for Humanitarian Action, Inter-Agency Standing Committee (IASC) Protection Policy, Sphere Standards, Child Protection Minimum Standards, International Committee of the Red Cross (ICRC) Professional Protection Standards, GBV Standard Operating Procedures (SOP); IASC GBV Guidelines; IASC Gender Handbook; WHO Ethical and Safety Recommendations for Researching, Documenting and Monitoring Sexual Violence in Emergencies; Camp Management Toolkit, etc.)

  8. Contribute to mainstreaming protection across all IOM sectors in line with IOM internal guidance on the issue and support office’s Protection from Sexual Exploitation and Abuse (PSEA) efforts by guiding PSEA champions, and ensuring IOM’s PSEA obligations are satisfied, and the SEA cases are reported according to procedures.

  9. Undertake frequent duty travel to very challenging areas.

  10. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Sciences, Law and/or International Relations or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience.

Experience

• Substantive experience working in Protection in protracted humanitarian responses specifically for displaced persons, including refugees;

• Substantive experience in coordinating large field teams in challenging operational environments, and collaborating with UNHCR, other UN Agencies, INGOs, NGOs, and government authorities.

Skills

• Knowledge of the Bangladesh and the region is an advantage;

• Familiarity with case management minimum standards for GBV and Child Protection in humanitarian settings, or counter-trafficking in crisis;

• Demonstrated ability to supervise and manage staff at an operational level in humanitarian emergencies;

• Excellent knowledge of the IOM project management or humanitarian funding cycles;

• Good knowledge of UN and bilateral donor programming;

• Strong computer skills; and,

• Proven high-level representation skills, such as speaking at meetings and providing situational analysis.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English is required (oral and written). Working knowledge of Rohingya and/or Bangla is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
