From June 2020, up to 2800 Rohingya refugees from Bangladesh have disembarked in Aceh – Indonesia in search for safety. In 2023, UNHCR received an uptick of Rohingya refugee arrivals with 1620 individuals arriving. In November alone, 1087 Rohingya refugees disembarked in various points in Aceh. These boat movements are expected to continue in 2023 - 2024 due to prevailing insecurities and persecutions towards Rohingyas in Myanmar and deteriorating safety and living standards in Bangladesh refugee camps. In addition, UNHCR expects a more complex Rohingya refugee response in 2023 – 2024, due to a lack of available shelters wherein the refugees can be accommodated, rapidly declining goodwill from Aceh local communities and local governments, and the increased need to establish solid relationships with host communities and local leaders amidst this deteriorating goodwill.

In line with Presidential Regulation 125/2016, these refugees are accommodated in government-owned sites until a durable solution is identified for them. As of end 2023, the refugees are temporarily accommodated in three different areas in Aceh: Pidie, Lhokseumawe, and Bireuen.

In response to the boat arrivals, in coordination with the national and local governments and other humanitarian organisations, UNHCR Indonesia ensures registration and documentation, protection, basic needs and services provision, and identification of comprehensive solutions for the Rohingya refugees. UNHCR also coordinates with local authorities including law enforcement agencies on access to asylum and protection of the refugees inside the refugee sites, and with surrounding host communities to ensure peaceful coexistence and meaningful participation from the host communities.

Considering the above, the Field Associate is expected to monitor and undertake regular visits to the refugee sites in Aceh, provide counseling and protection for the refugee community in the sites, and negotiate with local authority counterparts – with emphasis on law enforcement agencies, host communities, community leaders, and religious leaders. The Field Associate is also expected to coordinate the refugee protection response in Aceh through inter-agency coordination and bilateral relations with humanitarian organisations supporting the Rohingya response in Aceh. The Field Associate will be primarily based in Pidie, Aceh with occasional travel to Banda Aceh and other refugee-receiving and refugee-hosting locations in Aceh.

Standard Job Description Field Associate Organizational Setting and Work Relationships The Field Associate is normally supervised by the (Senior) Field Officer or Head of Office and performs a variety of functions related to Field activities within the office. The supervisor defines general work objectives and provides necessary advice and guidance. The Field Associate may supervise some General Service support staff. The incumbent keeps frequent internal contacts with staff members in the same duty station to exchange information, to establish understanding of respective needs; to ensure provision of services and resolution of problems and with the external contacts generally with officials of national and international institutions, leaders of the refugee community, local population and/or Implementing Partners (IPs) on subject matters which may be of importance to the Organization. All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. Duties - Monitor the situation in the AoR, collect data and other information relevant to UNHCR and report to the supervisor accordingly. - Monitor the implementation of UNHCR programme including the delivery of all assistance items and monitoring of infrastructure. - Undertake regular visits to various sites in order to assess needs of persons of concern, with particular attention to vulnerable groups. - Keep regular contacts with local authorities and implementing partners as requested by supervisor. - Act as interpreter when required. - Contribute to the preparation of status and progress reports by providing info, preparing tables, etc. - Assist in administrative tasks as required such as preparation of reports and meeting authorized personnel and assisting them during field missions. - Inform and act on the reports received on persons of concern within the refugee community or from the local authorities. - In coordination with implementing partners, assist in the reception, registration and provision of assistance to persons of concern to UNHCR. - Negotiate with local authority counterparts, partners and populations of concern. - Represent UNHCR in physical monitoring of projects. - Perform other related duties as required.
