One of the factors of low youth employment and education is assessed to be the limited access to adequate/demand-based professions in Türkiye. According to the official data of TurkStat, Türkiye has a high rate of early school leavers and young people not in employment, education, or training (NEETs). In 2021, the NEET ratio among the youth population aged 15 to 17 was 9.2%. For the young population aged between 18 and 29, the overall NEET ratio was 37.5%, namely 50.5% among young women and 24.4% among young men. The covid-19 crisis has led to the gradual increase of the unemployment rate among the young population as statistics are indicted above and to the displacement of many young people. The pandemic also showed that e-commerce has grown two to five times faster than before the pandemic.

The overall objective (Impact) of the project is to strengthen human capital of Türkiye gender equally by building digital capacity for future professions. The IT, robotics and coding, e-transformation, digital marketing, and complementary areas such as social innovation, solution oriented and design thinking, etc. will be future skills required for youth and adolescents to create added value products to the technology market.

The specific objectives (outcomes) of the project: First specific objective (Outcome 1) is to upgrade and improve the skills of youth and adolescents to play active role in digitalization and innovations, technological and economic changes. The second specific objective (Outcome 2) is to upgrade the capacities of Municipalities/Local Administrations and CSOs in Türkiye on digital skills development and job transition. Duties and Responsibilities

The overall duty of the Field Administrator (FA) is to assist the LED Projects Coordinator in fulfilling his/her duties and tasks at the field level of design, implementation and monitoring. The FA shall be responsible for drafting progress reports and output-related substantial documentation, as well as liaising with provincial, regional, national and international stakeholders at the institutional level. S/he will also provide soft assistance to the government counterpart at the UMT and other key experts, as deemed necessary by the LED Projects Coordinator. Considering the high number of VET Centers field level coordination is crucial. Indicatively each field administrator will be assigned to 7 VET Centers. The FA will have the following responsibilities:

Administer and coordinate the implementation of the assigned activities of the projects. In collaboration with the relevant projects staff (administrative and technical staff), develop periodic activity plans along with a resource allocation plan. Develop terms of references (ToR) for the consultancy and/or professional services to be procured within the scope of the assigned project activities. Under the overall supervision of the UNDP LED Projects Coordinator, coordinate and monitor the work of the individual consultants and/or professional service providers to be contracted within the scope of the Project. Assure quality of the assigned activity outputs in accordance with the specific terms of reference of the assignments and the provisions of the project documents. Participate in projects consultation meetings and provide the representatives of the concerned institutions with technical inputs regarding the assigned projects activities. Provide timely and substantive inputs for the regular project reports., Contribute to synergy-building among different initiatives by UNDP and beyond. Work in close cooperation with the UNDP Türkiye, UMT and other project partners to finalize the discussions and present the deliverables to the UNDP Project Team and LED Projects Coordinator for approval.

The FA will report to the UNDP ISG-PPI LED Projects Coordinator, including seeking approval/acceptance of output from the UNDP ISG-PPI LED Projects Coordinator. Competencies

Working in an international organization shall be considered an asset. Experience in at least 1 project in collaboration with governmental organizations will be an asset.  Technical knowledge and 2-year experience in the field of local economic development is an asset.
