We are currently seeking qualified candidates for the position of EpiC Tajikistan Strategic Information (SI) Officer in support of the Meeting Targets and Maintaining Epidemic Control (EpiC) HIV and Global Health Security Program (GHSP) projects in Tajikistan. This position will be based in Dushanbe, Tajikistan and is open to Tajik residents.

EpiC Central Asia Project Description:

EpiC is an eight-year global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID). EpiC is dedicated to achieving and maintaining HIV epidemic control and the project provides strategic technical assistance (TA) and direct service delivery (DSD) to break through barriers to 95-95-95 and promote self-reliant management of national HIV programs by improving HIV case-finding, prevention, and treatment programming. After the onset of the COVID-19 pandemic, EpiC was also modified to start implementing COVID-19 response activities.

In 2023, EpiC expanded its portfolio to strengthen global, regional, and local public health systems to effectively prevent, detect, and respond to infectious diseases, building on broad experience and existing capabilities that align with the global health security priorities, National Action Plans for Health Security (NAPHS), and USAID goals.

GHS Project Description:

EpiC received funds from USAID in 2023 to start a new GHSP project in Tajikistan. Designed to help the country better respond to any possible future pandemic, this new program will assist Tajikistan to detect infectious disease threats early, respond rapidly and effectively to new outbreaks, and prevent those outbreaks that are avoidable.

Key Position Responsibilities: The EpiC Tajikistan SI Officer will be responsible for the following tasks:

  • Prepare data visualization and analysis for weekly, monthly, annual reports in a timely manner;
  • Submit weekly and regular project performance and indicators data with disaggregation to sub-national units (SNUs), community-based organization (CBO) partners, sites and individuals;
  • Submit and provide data to monthly, quarterly, semi-annual, annual reports for the donor, the Republican AIDS Center (RAC) and local authorities;
  • Enter monthly data into InfoLink database;
  • Enter data into DATIM database on a quarterly basis;
  • Routinely check data in DHIS2 tracker and InfoLink for data verification and validation. If actions needed, correct data timely jointly with CBOs;
  • Participate in DHIS2 tracker implementation in Tajikistan;
  • Participate in SI calls with the CAR and HQ SI team;
  • Capacity building for local implementing partners on data collection and analyzing related topics;
  • Support communication to EpiC CAR leadership and local sub-awardees on project indicators, progress against targets, and results with local partners; facilitate/lead data analysis at the community level to identify gaps and propose program decisions;
  • Contribute to the development of tools for the design and implementation of SI systems for PLHIV, KP and Global Health Security (GHS) programs at national, sub-national and implementing partner levels;
  • Support the analysis and use of data from routine information systems and special surveys to influence the design and scope of the project;
  • Contribute to planning and development of strategies for the Central Asia Regional SI team;
  • Prepare recommendations based on program data for further monitoring and evaluation, as well as timely communication of ongoing issues among involved personnel, specifically close collaboration with the Program Department and CBOs;
  • Conduct data quality assurance (DQA) activities and ensure data management and verification procedures meets FHI 360 and USAID standards;
  • Perform other duties as assigned.

    Minimum Qualifications:

    • Bachelor’s degree in monitoring and evaluation, data analysis, data quality check and reporting, international development, public health policy, or a related field, masters preferred;
    • A minimum of 2-5 years of relevant professional experience;
    • Advanced MS Excel and data visualization skills, Power BI preferred;
    • Demonstrated experience working independently with initiative to manage high volume work flow, being responsive to partners and donors, and troubleshooting issues;
    • Demonstrated ability to establish and maintain productive working relationships with a wide network of partners and stakeholders;
    • Sensitivity to cultural differences and understanding of the political and ethical issues surrounding people living with HIV/AIDS and KP;
    • Ability to work well with others and to develop and maintain compatibility among project partners, staff, sub-partners, consultants, and recipients of assistance;
    • Knowledge of PEPFAR reporting preferred;
    • English language fluency required.
