We are currently seeking qualified candidates for the position of Project Specialist on Emergency Preparedness and Response in support of the new Global Health Security Program which will be implemented under the Meeting Targets and Maintaining Epidemic Control (EpiC) Project. The position will be based in Dushanbe, Tajikistan.

EpiC Central Asia Project Description:

Meeting Targets and Maintaining Epidemic Control (EpiC) is an eight-year global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID). EpiC is dedicated to achieving and maintaining HIV epidemic control and the project provides strategic technical assistance (TA) and direct service delivery (DSD) to break through barriers to 95-95-95 and promote self-reliant management of national HIV programs by improving HIV case-finding, prevention, and treatment programming. After the onset of the COVID-19 pandemic, EpiC was also modified to start implementing COVID-19 response activities.

In 2023, EpiC is expanding its portfolio to strengthen global, regional, and local public health systems to effectively prevent, detect, and respond to infectious diseases, building on broad experience and existing capabilities that align with the global health security (GHS) priorities, National Action Plans for Health Security (NAPHS), and USAID goals.

GHS Project Description:

The Global Health Security Program (GHSP) project is a USAID-funded project, to be awarded in 2023 to FHI 360’s implementing EpiC Project. Designed to help the country better respond to any possible future pandemic, this new program will assist Tajikistan to detect infectious disease threats early, respond rapidly and effectively to new outbreaks, and prevent those outbreaks that are avoidable.

Job description:

The Project Specialist on Emergency Preparedness and Response will work closely with the Ministry of Health and Social Protection of the Population of the Republic, newly established Center for Public Health Emergency response and other state partners, implementing partners and EpiC Tajikistan project team to ensure smooth implementation of the Project activities. The Project Specialist on Emergency Preparedness and Response will provide technical and programmatic support to strengthen Tajikistan’s emergency and response systems, helping to organize EpiC/GHS team efforts and activities in Tajikistan, and leading and supporting the emergency preparedness and response technical activities.

    Responsibilities:

    • Ensures timely and proper implementation of EpiC/GHS activities in the area of Country Health Emergency Response and Preparedness in close collaboration with the Ministry of Health and Social Protection of the Population of the Republic of Tajikistan, Center for Public Health Emergency response, donor and implementing partners.
    • Provides technical insight in developing/updating national policies and procedures to prevent, detect and respond to emerging infectious diseases.
    • Provides technical expertise at country level on priority issues such as: emergency preparedness, and response; strengthening health systems, operational readiness, and essential public health functions.
    • Manages assessment, design, capacity building and program activities for Emergency preparedness and response work.
    • Leads networking and stakeholder collaboration activities and representation of the organization with stakeholders for Emergency preparedness and response activities.
    • Ensures the Projects meet established objectives and deliverables and ensures appropriate
      monitoring of project activities to achieve financial, administrative and programmatic goals as
      articulated by the donor.
    • Works with the country team to ensure development and timely submission of project reports to headquarters and donors as required.
    • Responsible for the development, high-quality implementation and oversight of technical activities and targets in the annual work plans.
    • Supports country senior management to ensure project resources are utilized in accordance with FHI 360 and donor policies and procedures.
    • Tracks performance against project timelines, budget, objectives, and deliverables, monitors and addresses programmatic issues in a timely manner, and keeps senior project management apprised of activity progress.
    • Coordinates with the Program and Finance teams to ensure timely and high-quality support in development and management of consultant agreements, etc.
    • Coordinates the planning of technical assistance for target facilities, sites and government entities, as needed.
    • Supervises a team of technical consultants and provides capacity building support on technical issues and other FHI 360 processes and procedures, as needed.
    • Coordinates the response to programmatic, financial, administrative, and logistics needs, and
      requirements generated from project leadership and the donor.
    • Provides inputs to the development of guidance, tools and materials related to for Emergency preparedness and response programming.
    • Contributes to the preparation, review/approvals process, and submission of materials on behalf of the EpiC/GHS project.
    • Represents EpiC/GHS Project in professional and public settings, and makes presentations at
      professional meetings for emergency preparedness and response component.
    • Prepare for and organize technical missions/workshops for strengthening emergency preparedness and response.
    • Performs other activities as requested.

      Required Qualifications:

      • Minimum Bachelor’s degree or higher in public health, international development, or related field. A master’s degree in a related field will be an added advantage.
      • Minimum 5 years of experience leading health systems strengthening programs.
      • Strong experience with USG funded, programs, including regulatory and reporting requirements.
      • Demonstrated knowledge of health context in Tajikistan.
      • Strong organizational skills and attention to detail.
      • Strong analytical skills and the ability to use data for decision making.
      • Strong English, Russian and Tajik written, oral, and presentation skills.
      • Demonstrated interpersonal skills in facilitation and stakeholder engagement/coordination.
      • Willingness and ability to travel within Tajikistan and abroad, as needed.

        Travel Requirements:

        • 30% within Tajikistan.
